DEFINITION:

This position is responsible for supervising and participating in the operations of the Communications Center.

REPORTS TO:

The Communications Manager assigns work in terms of general instructions.

NOTE:

ALL CANDIDATES BEING OFFERED POSITON REQUIRES FMRT PROCESSES.

Supervises the operations of an assigned shift of Telecommunicators; performs the duties of the Communications Managers in his or her absence; assists in ensuring that the Communications Center is adequately staffed at all times; supervises the work of Telecommunicators and provides assistance and direction.

Monitors the status of calls to ensure calls for service are dispatches and processed according to policies and procedure.

Supervises the monitoring of frequency, channels, and dispatch equipment.

Supervises personnel in answering and obtaining accurate information from persons on emergency and non-emergency lines and in the forwarding of related information to the appropriate agencies.

Trains and assists Telecommunicators with complex problems, coordinates and monitors training activities for new personnel.

Monitors and documents employee performance and provides feedback to the Communications Manager.

Investigates complaints of employee performance.

Evaluates emergency situations and dispatches appropriate services and personnel.

Validates and corrects data entered into the NCIC database.

Reviews shift payroll records for accuracy and completeness.

Keeps Communications Manager informed of the status of Communications Center operations; reports equipment problems and failures.

Inspects Communications Center equipment; identifies and seeks assistance for equipment deficiencies; ensures that necessary repairs are completed.

Attends regular supervisory meetings and provides input to Manager regarding policy and operational matters.

Maintains Communications Center security.

Receives calls; dispatches police and fire emergency and non-emergency calls for service to appropriate agencies; transfers calls to appropriate parties; takes messages; communicates with filed units via two-way radio; receives and transmits information using a Computer Aided Dispatch System and Emergency 911 System; monitors transmissions as required; operates DCI/NCIC terminal.

Performs other related duties as assigned.

Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.

Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.

Possession of or ability to readily obtain DCI/NCIC certification.

Knowledge of relevant federal, state, and local laws and ordinances.

Knowledge of communications technology.

Knowledge of employee training standards.

Knowledge of emergency communications protocols, regulations, and guidelines.

Skill in the interpretation and application of federal, state, and local policies, codes, and laws.

Skill in the supervision of personnel.

Skill in analyzing problems and identifying solutions.

Skill in preparing clear and accurate reports.

Skill in establishing cooperative and productive working relationships.

Skill in setting priorities for competing projects.

Skill in performing mathematical calculations.

Skill in operating computers and other standard office equipment.

SUPERVISORY CONTROLS:

The Communications Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES:

Guidelines include local, state, and federal laws; City ordinances; City administrative and personnel policies; Police Department General Orders; department policy memoranda; and Police Department Rules of Conduct and Duty. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY:

The work consists of varied supervisory and emergency communications and dispatch duties. Strict regulations and the diversity of tasks to be performed contribute to the complexity of the position.

SCOPE AND EFFECT:

The purpose of this position is to supervise and participate in the operations of the Communications Center. Success in this position contributes to the effective response to emergency and non-emergency calls for service.

PERSONAL CONTACTS:

Contacts are typically with other City staff, private citizens, and telecommunications representatives from other municipal and county organizations.

PURPOSE OF CONTACTS:

Contacts are typically to give or exchange information, resolve problems, provide services, and motivate and influence persons.

PHYSICAL DEMANDS:

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.

WORK ENVIRONMENT:

The work is typically performed in an office and outdoors.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:

This position has direct supervision over an assigned shift of personnel.
