The North Carolina Department of Adult Correction (NCDAC) is responsible for the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons, Correction Enterprises, Division of Community Corrections, and Reentry Programs and Services.

Electronics Engineering Manager for (NCDAC) – DECM. This position leads, plans, prioritizes, directs, coaches, teaches, and designs electronic engineering work for the department in partnership with 3 full time electronics engineers, one temporary electronics, and other external supporting staff. As a manager, you are responsible for performance evaluations and administration of the personnel policies and procedures.

Moreover, it is critical for this position to collaborate well with other in-house disciplines (Architectural, Mechanical, Electrical, Energy Management, Civil and Project Management) to craft plans and designs that serve our customer’s needs. In addition, you will work closely with other design and construction disciplines within DECM, other DAC Units, State Agencies, and with outside design and construction entities.

Other regular responsibilities include:

• Represents DECM as the subject matter expert on electronic security measures, electronic surveillance, and electronic building controls.

• Conducts programming and planning activities for DAC physical plant facilities, providing consultation and technical support in electronic/security/surveillance/ construction related matters.

• Directs Electronics team in developing scope, schedule, and budget for projects and monitors same for timely and proper execution.

• Performs advanced electronic design and integration work through the preparation of detailed plans and specifications to be used by DAC’s in-house construction or maintenance forces in the construction and renovation of DAC physical facilities.

• Administers contracts for electronics related renovation, maintenance, and repair of DAC physical facilities.

• Provides leadership, professional / technical guidance, and administrative direction to Electronics Section. Collaborates with discipline peers to strengthen Design team. Provides technical guidance to maintenance personnel at all levels of DAC.

• Administers / schedules internal project management system for design, construction, renovation, major maintenance, and repair of Departmental physical facilities.

• Provides technical support to force account (internal employee) construction, renovation, major maintenance, and repair of DAC physical facilities that are being constructed in accordance with plans and specifications.

• Guides development of standards for electronics engineering team.

• Provides other technical duties and special projects as directed by Executive Management.**Knowledge Skills and Abilities/Management Preferences****This is an Anticipated Vacancy.**About the Division:The **Division of Engineering, Construction, and Maintenance (DECM)**serves as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement, new construction, renovation, and repair projects with the State Construction Office (SCO). DECM also acts as the DAC representative on matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support, sustainability, efficiency, and resiliency planning, as well as construction and maintenance services. This ensures that all statewide Institutions and Facilities comply with building codes, regulations, and legislative mandates while promoting the agency’s rehabilitation and reentry goals through offender job training in the construction and maintenance trades.We support the Institutions and Facilities directly and indirectly by installing and maintaining kitchen, plumbing, mechanical, electrical, and electronics equipment. The DECM-Engineering team consists of experts in architectural and engineering design, property services, project management, and sustainability, efficiency, and resiliency (SE&R). These services support new construction, renovation, and like-in-kind and upgrade maintenance repairs to the agency’s physical plant while ensuring compliance with the NCDOA State Construction Office.Through valuable rehabilitation and training for offenders, we aim to improve recidivism rates. DECM-Construction undertakes construction, renovation, and major maintenance projects that involve longer periods of resource allocation with a focus on enhancing the department's infrastructure assets. DECM-Maintenance, which encompasses the Mountain Regional Yard, Piedmont Regional Yard, Coastal Regional Yard, and three Satellite Yards, provides essential plumbing, HVAC/R, and electrical preventative, prescriptive, and routine maintenance services to all Institutions and Facilities. Additionally, our maintenance efforts include specific areas such as telecommunications, electronic intrusion systems (EIS), fencing, cameras, fire alarms, and energy management systems, all focused on maintaining the Department’s infrastructure assets.Management Preferences:* Demonstrated experience in the design and integration of security, building automation, and/or surveillance systems for institutional/commercial/governmental projects.* Demonstrated experience in vertical construction of institutional, commercial, and/or governmental experience in at least two of the following areas:

+ intrusion detection systems

+ security door controls

+ surveillance systems
