$31.29 Minimum Starting Base Pay* + KPI Bonuses + Competitive Benefits
*Qualifications may warrant greater starting base pay within the full pay range. Individual base pay is determined by experience, job-related skills, and relevant education or training.
This position requires advanced understanding and demonstrated ability to apply engineering fundamentals, utility policy and procedures to process requests for Joint Use of the Cooperative’s facilities. This position is responsible for ensuring safety and reliability for Joint Use entities.
Process Pole Attachment Permits including field verification inspections for new attachments
Ensure telecommunication attachers are in compliance with National Electric Safety Code, state law, and Cooperative standards
Coordinate and monitor projects, working directly with other Cooperative departments/districts, attaching entities, and construction contractors
Perform pre and post inspections for joint use
Work with Engineering personnel on load calculations
Provide information to support staff for the preparation of “make ready” costs
Draw or provide input to support staff to draw construction jobs
Inspecting facilities for safety issues including compliance with NESC, condition of Cooperative facilities, contractor and telecommunication attacher working environment
Maintain and update joint use permit documentation and databases, including joint use pole surveys and audits
Process applications for attachment, transfer, and make ready requests
Coordinate pre and post field inspections to ensure compliance with National Electric Safety Codes (NESC)
Conduct field inspections to identify violations and un-transferred communication attachments
Act as the main point of contact for joint use contracts, projects, and general questions, which includes communicating with utility companies, agencies, and construction personnel on a regular basis
Maintain records to ensure accurate billing and timely collection of fees
Process sanctions related to violations discovered in the field
Assist with development and designing existing or new processes related to joint use best practices in order to maintain compliance and system reliability
Define and implement contractor duties, responsibilities, and contracts as it relates to joint use pre and post inspections and make ready construction activities
Process data collected and distribute the data to appropriate internal parties and attachment companies
Operate PEC vehicle(s) for business purposes in accordance with applicable Federal, State, and local law and PEC policies and procedures
Maintain driver eligibility through appropriate valid Texas Driver's License and driving record in accordance with PEC policy
Maintain the security of confidential information
Stay abreast of advances in technology
Demonstrate regular and prompt attendance
Performs other related duties as necessary or assigned

Knowledge, Skills & Abilities
Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information
Knowledge of principles and processes for providing customer service
Knowledge of the National Electrical Code and the National Electric Safety Code requirements relevant to distribution design issues
Knowledge of mathematics
Knowledge of the cooperatives distribution design and construction practices
Knowledge of utility service guidelines and policies
Knowledge of power system components, functions, ratings and limitations
Knowledge of roadway, security and other lighting design practices
Knowledge of specification book and the cooperative’s line extension policy
Knowledge of PEC Safety Manual
Skilled in time management
Skilled in prioritizing and managing changing priorities
Ability to communicate effectively verbally and in writing
Ability to listen and understand information verbally and in writing
Ability to anticipate, identify, analyze and resolve conflict and problems
Ability to collaborate across departments including peers, customers, contractors, and agency personnel
Ability to exercise efficient time management, self-motivation, initiative, resourcefulness, and organization
Ability to make sound judgement when faced with problems and addressing situations
Minimum Qualifications - (Education, Experience)
Associate’s Degree in a field related to electric utility distribution and power design OR
High School Diploma or equivalent AND
Three years of directly related work experience
Advanced technical coursework in electrical distribution systems preferred
Valid Texas Driver’s License and Motor Vehicle Report that comply with PEC policy

The employee may be required to travel
The employee is frequently exposed to outside weather conditions including wet and/or humid conditions
Exempt employees receive a fixed bi-weekly salary to compensate them for all hours worked during each pay period
This position may be required to work more than 40 hours per week
