Job Title: PeopleSoft TAM Consultant
Job Location: Washington, D.C. - Onsite 4x per week near Union Station downtown
Compensation: $125,000 - $140,000 base salary with benefits, PTO, 401k, etc.
Eligibility/Clearance: US Citizen required. This position supports a government contract
Job Description We are seeking a highly skilled and proactive
PeopleSoft TAM Consultant
to lead the analysis, design, and optimization of our
PeopleSoft HCM Recruiting
( TAM and Candidate Gateway ) modules. In this role, you will work closely with business and technical teams to drive recruiting system enhancements, support integrations, and ensure end-to-end process excellence. You will act as a functional lead for recruiting-related initiatives, offering strategic input while also executing detailed configurations, documentation, and testing.
Responsibilities
Lead the analysis of end-to-end recruiting and hiring workflows, aligning PeopleSoft Recruiting capabilities with business goals and best practices.
Serve as the primary functional expert and liaison between HR, IT, and third-party vendors on all PeopleSoft Recruiting matters.
Own and manage the configuration of TAM and Candidate Gateway, including job posting templates, applicant tracking statuses, screening questions, offer letters, and onboarding workflows.
Translate complex business needs into functional requirements and work closely with developers to ensure accurate implementation.
Manage and lead testing efforts for system changes, PUM image updates, and upgrades—including SIT, UAT, regression, and production validation.
Provide advanced troubleshooting and functional support for recruiting processes and data issues.
Develop and maintain clear, comprehensive documentation: functional specs, test plans, configuration guides, SOPs, and user training materials.
Mentor junior analysts and support cross-functional HRIS and ERP initiatives as needed.
Collaborate on reporting and data analytics for recruitment metrics using PeopleSoft Query Manager, BI Publisher, or external tools.
Support compliance and audit efforts related to data privacy, security, and internal governance (e.g., EEO, OFCCP, or internal policy).
Requirements
Deep understanding of recruiting lifecycle processes and industry best practices.
Strong experience in PeopleSoft HCM 9.2 configuration and functionality, including job templates, recruiting statuses, and onboarding steps.
Proven ability to lead cross-functional HR technology projects from requirements gathering through deployment.
Strong experience writing and troubleshooting queries using PeopleSoft Query Manager.
Excellent communication skills, with the ability to engage both business and technical stakeholders.
Solid understanding of SDLC, Agile, and/or waterfall methodologies.
Demonstrated and proven capability to lead teams of mixed staff including government and contractor to deliver products and services within allocated financial and schedule risk constraints.
Demonstrated and proven capability to work independently within supervision or guidance by the contractor or their lead.
Minimum 10 years of experience as a PeopleSoft Business Analyst, with at least 4+ years focused on PeopleSoft HCM Recruiting (TAM/Candidate Gateway).
Desired Skills
Experience with PeopleSoft upgrades, PUM image updates, and Tools patching.
Familiarity with PeopleCode, Component Interfaces, or integration broker concepts (not required but a plus).
Experience with public sector, higher education, or federal hiring processes.
Experience with integrations between PeopleSoft Recruiting and external systems (e.g., background check vendors, onboarding platforms, USAJobs).
Certifications such as CBAP, PMI-PBA, SHRM-CP, or Oracle PeopleSoft certification.
Education Bachelor’s degree in human resources, Information Systems, Computer Science, or a related field.
