We are seeking an experienced and highly detail-oriented Licensing Manager to join our Legal and Compliance team. This role is responsible for managing the company’s multi-state licensing portfolio, ensuring continuous regulatory compliance, and driving process efficiency. The ideal candidate thrives in a fast-paced, ambiguous environment and possesses exceptional organizational and analytical skills.

What You Will Do

License Portfolio Management:

Oversee the full lifecycle management of state licenses, including processing new applications, managing all renewal activities, and coordinating and tracking necessary regulatory reporting.

Coordinate and manage state qualifications, annual report filings, and other statutory filings with state agencies.

Manage Nationwide Multi-state Licensing System (NMLS) requirements and periodic updates.

Compliance and Regulatory Support:

Act as the primary point of contact (POC) for Legal and Compliance on all licensing matters, fielding inquiries and coordinating necessary executive signatures and documentation.

Support internal and external regulatory examinations by coordinating with the Compliance and internal teams and gathering all necessary licensing-related data and documentation.

Ensure adherence to all applicable state and federal licensing regulations and internal compliance policies in coordination with the Compliance team.

Operations & Process Improvement:

Maintain and manage accurate, up-to-date licensing, legal, and compliance databases and record-keeping systems.

Identify and implement process and tool enhancements to streamline licensing workflows, increase team velocity, and effectively measure operational impact.

Stakeholder Coordination:

Serve as the liaison between the company and external state agencies, regulatory bodies, and third-party vendors on all licensing needs.

Partner with internal business teams to understand and support licensing requirements.

Research and Documentation:

Conduct targeted legal and factual research related to new and existing licensing requirements, changes in regulations, and ad-hoc projects.

Maintain company books, official records, and comprehensive compliance documentation.

What You Will Bring

Minimum of 8+ years of relevant experience in a high-growth startup, Financial Services, Fintech or Healthtech company (in-house experience preferred).

Proven experience navigating multi-state regulatory agencies and managing a multi-jurisdictional licensing portfolio (e.g., lending and collections).

Direct experience working with the Nationwide Multi-state Licensing System (NMLS), dedicated licensing software, or successfully building and scaling manual licensing processes.

Exceptional attention to detail and organizational skills, with a demonstrated ability to manage complex, multi-track workflows, prioritize effectively, and meet regulatory deadlines.

Strong research and analytical capabilities, paired with a continuous improvement mindset to proactively identify and implement operational efficiencies.

Demonstrated initiative and ability to work independently while balancing multiple priorities in a fast-paced, high-growth environment.

Outstanding written and verbal communication skills, with the ability to collaborate effectively across legal, compliance, and cross-functional teams.

Technically proficient and comfortable learning new tools and systems to improve legal and compliance operations.

A high degree of discretion and proven ability to handle sensitive and confidential information.
