Program Manager WHO WE ARE: STAHL Companies provides the Program Management for its Channel of Commercial Technology companies in Government that consist of Small Businesses and New Technology start-ups. STAHL advocates for policies that can improve government services and maintain our government's competitive advantage, by bringing more technology into government programs. STAHL Companies advocates on behalf of our nation's innovative, new technology and small businesses looking to work with the U.S. government. We do this by aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem. The Channel's founding Technical Board Members include former government leaders and IT executives passionate about bringing best-of-breed technology to the government. We are seeking a skilled and experienced Program Manager to join our team! The Program Manager (PM) will oversee and manage the Department of the Navy (DON), Office of Naval Research (ONR) Human Research Protection Program (HRPP) Support Services contract. This role is responsible for ensuring the effective operation, maintenance, and enhancement of the HRPP Information Management System that supports the execution of the DON HRPP mission. The PM will serve as the primary point of contact between the government and contractor personnel, ensuring high-quality program delivery in compliance with federal, DoD, and DON policies and standards. Key Responsibilities

Provide overall program management, leadership, and strategic oversight for IT support services in support of the DON HRPP mission. Manage the operation, maintenance, and enhancement of the HRPP Information System, ensuring availability, security, and performance. Coordinate and monitor project activities, schedules, deliverables, and resources to ensure timely completion in accordance with contract requirements. Serve as the primary liaison with ONR HRPP leadership, stakeholders, and end-users to address program objectives, issues, and priorities. Develop and maintain project plans, technical documentation, and status reports in compliance with Navy and DoD reporting standards. Oversee a multidisciplinary team of IT, administrative, and research compliance professionals supporting the HRPP system. Ensure adherence to data protection and cybersecurity requirements, including RMF (Risk Management Framework) and related DoD IT security policies. Provide recommendations for system enhancements and process improvements based on stakeholder feedback and evolving mission needs. Manage budget, staffing, and performance metrics to ensure efficient and cost-effective contract execution. Required Qualifications

Bachelor’s degree in Business Administration, Information Technology, or related field; Master’s degree preferred. Minimum of 7 years of experience managing federal or DoD programs, preferably in research oversight, IT systems support, or compliance environments. Proven experience leading multidisciplinary teams and managing complex IT and operational programs. Strong understanding of DoD and DON acquisition processes, information assurance requirements, and project management best practices. Demonstrated ability to communicate effectively with senior government officials and technical personnel. Proficiency in project management tools and methodologies (PMP certification preferred). Active Secret Clearance or ability to obtain and maintain one. Preferred Experience

Knowledge of Human Research Protection Programs (HRPP), Institutional Review Board (IRB) operations, or research ethics oversight. Experience with Navy or ONR programs involving compliance systems or research data management.
