Annual Benefit Allowance:

The benefits allowance covers up to $20,538.24 for employees and their dependents to enroll in benefits.

Comprehensive Insurance Plans:

The State offers several different medical, dental, and vision plans to better fit your needs. Including options to enroll in a Health Savings Account (HSA) or a Flexible Spending Accounts (FSA).

Retirement Savings Plans: Pathfinder Defined Contribution Plan: available to employees who began State employment after November 1st, 2015. Employer matches 6% with an employee contribution of 4.5%. Employer matches 7% with an employee contribution of 7% or above. OPERS Defined Benefit Plan: available to returning employees who were previously enrolled in OPERS.

Annual & Sick Leave (PTO): 15 days accrued annually during the first 1–5 years of service. 18 days accrued annually for 5–10 years of service. 20 days accrued annually for 10–20 years of service. 25 days accrued annually for over 20 years of service. Sick leave: Accrued at 15 days per year

Paid Holidays:

11 paid holidays per year

Longevity Pay: Longevity payments are paid annually to eligible State employees with a minimum of 2 years of State service.

Job Description

Basic Purpose Positions in this job family are assigned responsibilities related to providing professional and technical services and assistance related to commercial transportation operations for registrants/carriers in the United States and 10 Canadian Provinces. Assistance provided is related to vehicle registration, inter/intra state authority and various international programs. They will analyze information presented to determine the nature of a problem, provide assistance in interpreting and applying various laws, policies, and procedures various international programs. Advise customers on matters related to the agency’s business operations, and provide other assistance as needed. They will also perform audits and adjustments to verify complete applications, requirements, tax returns, and liabilities; examine and process legal documents related to various forms of business entities and activities, prepare correspondence, reports, and other material, and maintain various records and filing systems, including computer records, as required. Typical Functions Be available to accept calls from registrants/carriers to provide customer service and help as needed by the registrants/carriers and has the ability to properly answer inquiries or direct the customer to the proper authority as related to various state and federal laws/statues and/or rules/regulations. Must show the ability to generate the proper permit, determine and collect the correct Oversize and/or Overweight fees for issued permits via cash, surety bond account, or credit card. Ability to navigate efficiently and correctly through the permit software program and route permits with special circumstances to the proper employee in the division. ie: supervisors, heavy weight specialist, restriction manager, escort specialist, etc. Prepare correspondence, reports, and other materials related to registrant/carriers needs Maintain various records and correspondence related to registrants/carriers as needed Responsible for ensuring that maps, construction lists, and rules and regulations are up to date and reflect the most current information Has the ability to properly answer inquiries from the public, or direct the public to the proper authority as related to various state and federal laws/statues and/or rules/regulations. Review, audit, and edit forms to verify computations, completeness and status; resolves invalid information and responds to registrants’/carriers’ inquiries on a full range of registrations, applications, insurance requirements, federal requirements, explains the provisions of various registrations, license or certificate laws. Verify complete applications and requirements needed for the registrant/carrier to be approved to apply for permit. Coordinates with other divisions, sections, or agencies as needed to clarify policies and procedures, determine status of individual accounts, issue clearances, and resolve problems; routes requests for materials, publications, or information to appropriate units for processing. This is the career level where employees are assigned responsibilities at the full performance level for providing a full range of professional services and technical assistance to registrants/carriers in complying with State and Federal laws, rules, and regulations, and resolving more complex questions and problems. In this role, they will interpret all types of inquiries and requests for assistance and conduct required research of various laws and policies or coordinate with other divisions or units as needed to provide the required services or assistance. They will also identify and explore issues to provide correct and authoritative advice in resolving various problems. Education and Experience

Education and Experience requirements at this level consist of a bachelor’s degree in accounting, business, public administration or a closely related field plus one additional year of qualifying experience.; or an equivalent combination of education and experience, substituting one year of experience in accounting, bookkeeping, tax revenue, apportioned vehicle registration, customer service, auditing, or closely related work for each year of the required education plus one additional year of qualifying experience. Knowledge, Skills, Abilities and Competencies

Knowledge, Skills and Abilities required at this level include knowledge of basic accounting methods and principles; of office practices and procedures; of business arithmetic; of various registrant/carrier registration processes, state laws and agency policies; of forms and methods used to report taxes or apply/renew license or certificate, change of name procedures; of interview techniques; of general and local business practices related to state and federal regulations; of various accounting methods used in recording fleet operations, such as dispatching and carrier operated vehicles and contractor operated vehicles; of various computer systems and how they impact fee calculation and/or compliance, rules and regulations governing interstate and intrastate motor carriers; and of various input and adjustment procedures used in the computer processing system.
