Overview The City of Walker is looking to fill the position of City Assessor to lead the Assessing Department. The City Assessor plans, directs, administers and supervises the City's property appraisal program for assessment purposes. Identifies, inventories, determines market value and calculates assessed valuation of all City properties. Performs annual appraisal of real and personal properties in the City and prepares the Assessment Roll for property tax collection purposes. Work is performed in accordance with Michigan State Laws, and rules and regulations of the State Tax Commission.

Responsibilities

Performs all tasks as outlined in State Tax Commission’s Property Tax Calendar.

Supervises, directs, and plans departmental activities including determining departmental operations and procedures. Provides training to personnel regarding methods and techniques of assessing.

Gathers and analyzes data via field inspections and performs land value and economic condition factor studies to determine true market values of all properties in the City.

Conducts appeal sessions for property owners; handles complaints of over-assessment and defends assessments as necessary, including Michigan Tax Tribunal appeals.

Keeps abreast of appraisal procedures, market trends and construction costs.

Approves land divisions, property splits and combinations per the Land Division Act. Process applications accordingly.

Serves as liaison between the City and prospective business and industry investors. Acts as a resource for citizens in responding to their inquiries, interpretation of applicable State laws, and other departmental administrative matters.

Qualifications

Associates Degree in related field required, Bachelor’s Degree preferred with a minimum of 5 years experience in property appraisal, as a Deputy Assessor, or closely related field.

State Tax Commission – Michigan Master Assessing Officer (MMAO) certification required.

Valid State of Michigan driver’s license with a satisfactory driving record and the ability to maintain one throughout employment.

High level of technical skills, discretion and integrity also required.
