Real Estate Assessor

2-4 years Real Estate experience
Minimum Education Requirements: High School Diploma/GED
Direct Supervisor: Commissioner of the Revenue
Primary Work Location:
Office setting with ability to perform site visits
Physical requirements:
This work includes both the (1) ability to physically maneuver across a variety of terrain, including construction sites; and (2) sedentary work requiring the exertion of up to 20 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
Certification:
Valid Driver’s License
Job Summary : Assessment of improved or unimproved real estate properties to determine value for tax purposes. Assist in the maintenance of real estate tax assessment files. Aid in the general reassessment process. Provide assistance to citizens requiring information pertaining to real estate records while following state tax codes and county ordinances.
Essential Job Functions
An employee in this position may be called upon to do any or all the following essential duties:
Calculate values of real estate properties for assessment purposes Inspecting property for construction, condition, functional design, property measurements using International Association of Assessors standards Considering depreciation, reproduction cost, value comparison of similar property, and income potential Placing assessed values on divided lots, house sites, and manufactured home sites Utilizing various data bases for research to assist in the assessment process Reviewing monthly real estate transfers Assist with the four-year General Reassessment of all Rockingham County real estate properties Assist the Land Use Assessor and Real Estate office staff when required Answer a wide range of inquiries in the Real Estate Assessment office Inquiries include questions pertaining to real estate transfers, assessments, land use and tax mapping
Knowledge
General knowledge of modern real estate appraisal and assessment practices; VAAO/IAAO course work preferred, but not required General knowledge of laws and regulations related to real estate appraisal and assessment General knowledge and understanding of deeds, wills, surveys, assessment, and real estate maps
Skills
Strong oral and written communication skills Excellent math and organizational skills Proficient in both map reading and drafting Aptitude for learning and utilizing a variety of computer programs, databases, and office equipment Professional approach to customer service and strong interpersonal skills
Abilities
Define problems, collect data, establish facts, and draw valid conclusions Complete supplemental training as required Work independently and multi-task while maintaining a high level of customer service in a fast-paced environment Establish and maintain working relationships with other employees Regular work attendance is required
