Key Responsibilities

Under the direction of a program manager, conduct on‑site inspections, complaint and incident investigations, and comprehensive surveys to determine provider compliance with federal and state health and safety regulations.

Conduct entrance and exit conferences with provider staff and complete inspection or survey reports detailing deficiencies, recommended remedies, and narrative to support regulatory findings.

Communicate clearly and accurately with others (internally and externally) to provide, exchange, or verify information, answer inquiries, or resolve issues or complaints regarding services provided in the Home and Community‑Based Services and Texas Home Living Medicaid waiver programs.

Re‑visit residential sites and provider locations to verify correction of previously cited regulatory violations.

Perform quality assurance reviews of documents prepared by others, for example, publications, assessments, and reports.

Be available for on‑call duties for emergencies such as weather events or high‑priority situations at providers.

Occasionally testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities.

Qualifications and Skills

Knowledge of program regulations and procedures, survey and investigation techniques, and principles.

Skill in operating personal computers and software.

Ability to establish and maintain effective working relationships with team members and others and to work independently.

Ability to communicate orally and in writing.

Knowledge of acceptable professional standards of care.

Ability to interpret complex regulatory policies, procedures, and regulations.

Ability to exercise professional judgment and reach sound decisions in stressful situations.

Travel and Telework 80% travel statewide, including overnight and weekend travel. Not eligible for telework.
