Overview

The Air Force Program Executive Officer for Weapons (AFPEO/WP) oversees the acquisition and sustainment of a wide range of Air Force munitions, missiles, and related systems. To support the Armament Directorate's ongoing mission, the Air Force seeks contracted Advisory and Assistance Services (A&AS) to supplement its military and civil service workforce. Responsibilities

Apply a comprehensive knowledge in the development of NR-KPP documentation, Information Support Plans (ISPs), Information Assurance Support Plans (IASP), Program Protection Plans (PPP), and any/all related DoDAF 2.2 (or later) architecture views; provide training on DoDAF policy, processes, procedures, and tools; provide extensive reach-back support across all functional disciplines to enable AFPEO/EB portfolio programs; and develop all required products at an accelerated pace to support short-notice program direction where organic resources are not yet onboard or are insufficient to handle sudden increases in workload volume. Assist with development of Capability Based Assessments (CBA), Initial Capabilities Documents, Capability Development Documents (CDD), and Capability Production Documents (CPD), along with associated risk assessments, briefings, and coordination/staffing documentation. Maintain requirements traceability and develop required reports and analyses to facilitate updates to existing CDDs and CPDs as required by senior Government decision makers. Employ CBA data visualization and editing tools to create JCIDS products and maintain a persistent data model, reducing the need to recreate data across multiple program documents. Utilize tools to support requirements documentation, allocation, and tracking, using platforms like DOORS, SysML, or equivalent suites, enabling near-real-time, integrated response to MAJCOM changes and inputs. Provide Foreign Military Sales (FMS) case management support. Additional Government Support Areas

Provide support to the Government with products in the following areas: Digital Modeling, Cameo/SysML functions, Management via Atlassian tools including Confluence/Jira, Acquisition Program Management, Draft Contract Source Selection, Configuration Management, JCIDS, DoD Architecture Framework (DoDAF), Enterprise Integration, Developmental Planning. Offer advice and assistance to the Government with Rapid Response/Rapid Delivery, Source Selection Support, Program Communication and Reporting, Program Schedule Management and Execution, Risk Management, Contract Management Support and Technical Data Management. Program Knowledge and Documentation

Apply a comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, and understand roles within the DoD and the AF. Assist with the development, maintenance, and updating of acquisition reports such as the Monthly Acquisition Report (MAR), Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Acquisition Program Baseline (APB), and supplemental reports as required by DoD policy for ACAT I, II, and III programs IAW DoDI 5000.02, AFI 63-101, AFI 63-138, and AFPAM 63-128. This includes use of software such as DAMIR, EDA, PMRT, CRIS, and other mandated systems, and developing, maintaining, and updating acquisition reports for Government program office requirements and special-interest programs designated by the Milestone Decision Authority IAW DoDI 5000.02, DAFI 63-101, DAFI 63-138 and DAFPAM 63-128. Also includes preparing briefings, graphics, and reports in support of the acquisition program management function, and delivering dashboard capabilities to aid Government decision-making and enterprise management. Apply knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs. Assess programs against schedule and cost baselines and recommend viable solutions and alternative actions. Communicate effectively, orally and in writing, and produce quality acquisition and program documentation (briefings, documents, and plans). Selected Tasks

Plan, evaluate and implement program acquisition strategies to meet DoD 5000.2 guidance. Plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment; formulate plans; and recommend effective strategies to meet cost, schedule, and performance objectives. Support and develop acquisition reports, including statutory and regulatory reports (e.g. DAES and MAR). Support program management reviews, senior level meetings/reviews and IMP/IMS reviews; develop various briefings/schedules of program status and acquisition tasks for senior management. Advise and assist the Government in performing source selection tasks, including evaluating areas, factors, sub-factors, elements and criteria; developing and administering source selection documentation; developing and analyzing acquisition strategies; developing, reviewing and finalizing reports, summaries, memorandums and briefings necessary to the source selection process; conducting proposal evaluation in a non-decision making role as an advisor; analyzing and reviewing proposals; and preparing responses to proposals. Develop, maintain, and update program risk management plans IAW the Risk Management Guide for DoD Acquisition, AFPAM 63-128, and the Air Force RI3 Guidebook; facilitate risk identification, analysis, handling and monitoring; conduct program risk management boards and working groups, and document results. This includes analyzing weapon system prime contractor and sub-contractor risk management processes. Support implementation and execution of Agile development and management processes with Government and weapon system prime contractors and suppliers. Develop Business Case Analyses (IAW AFI 65-509 and AFMAN 65-510, or tailored), trade studies, DoDI 5000.02 acquisition milestone documents and briefings (including 2366a/b certification), program assessments, Analyses of Alternatives (AoA) study guidance, study plans and reports, programmatic IMS, market research reports, ESIS, and ASP briefings. Develop program management documentation to support all phases of the acquisition life cycle. Assist with planning and management of a product\'s life cycle data requirements, including development and management of CDRLs and DIDs and the use of databases to store and manage the data. Develop briefings to support acquisition decision milestones. Required Skills

Due to the sensitivity of customer related requirements, US Citizenship is required. A Bachelor\'s degree plus 25 years of relevant experience or a Master\'s degree plus 15 years of relevant experience is required. Active DoD Top Secret Security Clearance. Contractor personnel at this level must be capable of solving major problems in a narrow specialty field or over a broad scope of specialties. Recommendations and conclusions provided by Contractor personnel at this level are considered authoritative and are seldom questioned from a technical point of view. Contractor personnel at this level can exercise a high degree of originality and sound judgment in formulating, evaluating, and correlating broad management or engineering/scientific concepts as applicable, guiding the analysis of unique problems and developing new and improved techniques and methods. Contractor personnel at this level typically work on high-visibility or mission critical aspects of a given program and performs all functional duties independently. Contractor personnel at this level may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job. Contractor personnel at this level perform work involving exploration of subject area, definition of scope, and selection of system anomalies requiring further investigation. Contractor personnel at this level apply intensive and diverse knowledge to problems and make independent decisions.
