Overview As part of TDOT’s infrastructure for all modes of transportation, Technical Specialists are responsible for professional transportation planning and public outreach work; collecting and analyzing data and information; developing technical reports, grants, and contracts; and consulting with regulatory agencies. They may also handle financial plan development, compliance reviews, and auditing functions. Employees in this classification develop proficiencies such as computers, data analytic tools, field equipment, sampling, testing, technical drawing development, and report writing.

General Position Description

TDOT Technical Specialist I – Entry-level. Works under direct supervision, learns foundational skills, and prepares for promotion to II.

TDOT Technical Specialist II – Intermediate. Works with intermittent supervision, takes on more technical duties, and prepares for promotion to III.

TDOT Technical Specialist III – Advanced. Works with general supervision, performs complex duties, may mentor juniors, and prepares for promotion to Senior Technical Specialist.

Qualifications

Educational:

Bachelor’s Degree in a related field.

Experience by Level:

TDOT Technical Specialist I – entry level; II – 1 year of competency; III – 2 years of competency.

Professional licenses and/or certifications may be required. Class D driver’s license valid in Tennessee.

Knowledge, Skills, Abilities, and Competencies (KSACs)

Knowledge of transportation engineering principles, finance principles, contract development, technical report writing.

Ability to communicate effectively, manage time, use critical thinking, learn technical concepts, follow instructions, perform work with precision, read and interpret project plans.

For Levels II and III additional: application of engineering principles, state and federal regulations, technical report writing, contract applications, team work, effective relationships, and prioritization.

For Level III: ability to resolve conflicts, coach, mentor, provide feedback, and analyze processes.

Conditions of Employment

Work schedule may include overtime, weekends, and night shifts.

Outdoor work in extreme weather, construction sites, uneven terrain, ladder use, carrying >25 lbs, driving long distances, PPE required, extended sitting, standing.

Responsibilities

Read, interpret, and apply statutes, regulations, policies, plans, specifications, standards, grant language requirements, contract requirements, and funding applications.

Perform financial reporting and documentation activities to ensure compliance with contract requirements.

Research and analyze data sets; prepare reports on transportation planning, environmental, modeling, design, construction, and material testing issues.

Use computer software and field/laboratory equipment to analyze, model, design, and report numeric and engineering data.

Develop, process, and monitor federal and state funding obligations for transportation projects across TDOT.

Perform geodetic data collection and analysis using survey equipment, drones, lidar, and analytic software.

Conduct field surveys, sampling, testing; document activities with photos and videos; identify and record information to identify issues or risks.

Analyze, test, and develop recommendations on products, including new technologies, to determine if they meet Department standards.

Review and ensure compliance with transportation grant applications from local governments.

Operate light-duty vehicles.

Prepare reports, charts, and graphs for data presentation.

Other duties as assigned.

For Levels II and III additional: coordinate with internal and external customers, communicate with stakeholders, negotiate agreements, perform prequalification, selection, invoice processing, performance assessments, plan, develop, assemble transportation infrastructure survey deliverables, identify issues affecting critical path.

For Level III additional: assist in training, mentoring, quality control; coordinate with customers; provide feedback to regions, partners, consultants, contractors, legislators; resolve moderately complex issues.
