Location of Position(s) to be Filled Department of Transportation, Shelby County
Job Overview This is a Training Officer 1 position for the Foster Parent & Kinship Training team in the Statewide Training division. This position is currently located in Shelby County.
Under general supervision, the incumbent is responsible for professional training administrative work of average difficulty and supervisory work of routine difficulty; and performs related work as required. The incumbent develops and delivers training, may manage the training activities for an operating department of state government, and typically supervises a small staff of professional training employees.
Required: Criminal background check and appropriate disclosure forms. Applicants may need to provide information about their criminal history. The incumbent must become certified as a facilitator by the Department of Human Resources within six months of hire.
Qualifications
Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to two years of full-time professional work in one or a combination of the following: academic teaching; educational administration; development of instructional materials for academic programs; or training.
Substitution of Education for Experience: Additional graduate coursework in Human Resources Management, Industrial/Organizational Psychology, or a field related to curriculum design or evaluation may be substituted for required experience on a year-for-year basis, to a maximum of two years.
Substitution of Experience for Education: Any teaching or training experience, or any remaining professional experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years.
Substitution for Specialized Experience: Four years of full-time professional work in the subject matter of instruction may be substituted for the two years of specialized experience.
One year of professional experience in delivering workforce training with the State of Tennessee.
Special Qualifications
Complete a criminal history disclosure form in a manner approved by the appointing authority.
Agree to release all records involving their criminal history to the appointing authority.
Supply a fingerprint sample prescribed by the TBI based criminal history records check.
Applicants For Positions In The Department Of Military Must
Be willing to and able to qualify with, carry, and use assigned weapons.
Be eligible to receive and maintain a security clearance in accordance with applicable agency regulations.
Be at least eighteen (18) years of age.
Be a citizen of the United States.
Have a good moral character, as determined by investigation.
Complete a criminal history disclosure form in a manner approved by the appointing authority.
Agree to release all records involving their criminal history to the appointing authority.
Supply a fingerprint sample prescribed by the TBI based criminal history records check.
Not have been convicted or pleaded guilty to or entered a plea of nolo contendere to any felony charge or to any violation of federal or state laws or city ordinances relating to force, violence, theft, dishonesty, gambling, liquor, or controlled substances.
Not have been discharged under any other than honorable conditions from any branch of the United States armed forces.
Pass a physical examination administered by a licensed physician that is consistent with the Americans with Disabilities Act and that relates to the essential functions of the position.
Pass a psychological evaluation administered by a licensed mental health professional that is consistent with the Americans with Disabilities Act and that relates to the essential functions of the position.
Upon appointment, successfully complete a prescribed course of instruction.
Examination Method Education and Experience, 100%, for Preferred Service positions.
Responsibilities
Facilitates agency-specific training through various delivery methods to enhance employee and vendor development while ensuring compliance with laws and regulations. Delivers training to internal and external customers, develops or modifies training materials based on objectives and needs, applies adult learning principles, conducts training needs analyses, and develops evaluation tools to ensure training effectiveness.
Coordinates and organizes events like conferences, seminars, and workshops to enhance learning and development, including scheduling and reserving necessary sites and equipment.
Ensures compliance with agency standards by compiling information from internal databases, creating an optimal learning environment by verifying equipment functionality, setting up training locations with necessary arrangements, and ensuring materials and supplies are available for training events.
Enters necessary data into agency-specific tracking software and utilizes various office productivity tools to achieve agency goals. Obtains information from various sources to assess training needs and research relevant learning opportunities for agency-specific employee development.
Provides information to management for problem-solving and efficiency and recommends agency-specific contract vendors to meet customer needs.
Develops and maintains professional working relationships with internal and external customers and subordinates to enhance productivity and efficiency.
Performs employee evaluation process which involves reviewing job performance, providing feedback to improve and reinforce strengths, guiding staff to meet timeliness standards, and informing them about organizational culture, policies, procedures, workflow, task prioritization, documentation, and system usage for effective task performance.
May assist management in interviewing applicants to determine the best candidate to fill vacant positions.
