Business Manager with Security Clearance

Responsibilities
Coordinate and manage program business operations (financial, invoices, subcontracts, and interface with back‑office functions).
Report to the EMS Director and serve as alternate single point of contact for delivery of contract‑ and task order‑level requirements and services in the director’s absence.
Serve as central point of contact for the contracting office and subcontractors to fulfill the contract’s business and financial requirements.
Work with site managers to track and report on contract and task order status.
Assist site managers/leadership in the resolution of union‑related issues and concerns.
Ensure adherence to contract requirements, including delivery of services in accordance with the Performance Work Statement (PWS), Departmental Directives, Federal and State Regulations, CBAs, schedule, cost, and financial performance.
Support management and monitoring of programs and activities to ensure delivery of services and outcomes are technically adequate and align with customer expectations.
Support preparation of task order responses.
Support oversight of project execution, progress, and delivery of timely, quality services and products.
Prepare reports and support presentations to reflect overall program status, cost and funding issues, and staffing status.
Monitor task order activities, cost, and schedule.
Coordinate with Managers to ensure services, deliverables, and outcomes comply with PWS requirements, approved plans, and customer expectations.
Assist in monitoring and managing staffing requirements for all task orders.
Serve as primary interface for the company’s recruiting team and subcontractors for recruiting, hiring, and onboarding of personnel for new requirements.
Manage and coordinate with subcontractors to ensure compliance with all contract requirements, including timekeeping, invoicing, and travel management.
Serve as primary point of contact for employee interaction with the program office and corporate human resources.
Lead coordination and communication on employee performance concerns and resolution of disciplinary problems as they arise.
Support identification and mitigation of risks associated with program execution.
Monitor task order performance to ensure services and work products delivered by program personnel meet the highest quality standards, client expectations, and contractual obligations.
Track program budgets, expenses, and financial performance.
Assist in preparation of program deliverables, including Monthly Status/Financial Reports.
Support implementation and monitoring of safety plans compliant with customer standards and individual site plans to accomplish DOE program objectives and ensure worker safety.
Support monitoring and reporting of environment, safety, and health issues.
Support monitoring and management of security clearance status of program employees.
Qualifications
Minimum of 8 years of business or program management experience.
5 years’ experience supporting Department of Energy (DOE) programs.
5 years’ experience managing financial and invoicing in a complex program with multiple customers.
Extensive knowledge and experience with Collective Bargaining Agreements (CBAs) and working with union labor forces.
Demonstrated experience managing programs with multiple, concurrent task orders performed in geographically dispersed locations (preferred).
Knowledge of DOE Emergency Management, Pro Force, and Fire Department policy and compliance requirements (preferred).
Bachelor’s degree in Business Management, Human Resources, or related field.
Must have (or be able to obtain) an Active L/Q clearance.
