This role will be responsible for the overall management of the base hospital program and EMS care coordination across all Phoenix Children’s Emergency Departments. Key responsibilities include promoting and maintaining strong relationships with our EMS community partners as well as organizational stakeholders, ensuring compliance with all relevant state and regulatory standards, and supervising and coordinating activities of site base hospital coordinators to promote the delivery of quality pre‑hospital care to support our growing team. The ideal candidate will bring strong communication and relationship development skills, financial and business acumen, and ability to lead teams in a dynamic environment.
This position is responsible for the management and organization of the Base Hospital Program and EMS services at Phoenix Children’s. The Manager of EMS and Base Hospital Program promotes the delivery of quality pre‑hospital care through clinical practice, consultation, education, collaboration, leadership and research. Assumes accountability for coordinating the functions within the EMS and Base Hospital Program which includes: program planning and development, clinical practice/system coordination, developing and managing the operational budget, supervising personnel working within the department, providing feedback for those functioning as EMS responders, overseeing the quality and performance improvement activities, and providing education to the multidisciplinary personnel involved in pre‑hospital care both within Phoenix Children’s and other outside EMS agencies while maintaining compliance with all state guidelines. Base Hospitals provide both administrative medical direction and online medical direction to certified emergency medical technicians at the advanced life support level which includes, but is not limited to, Paramedics. To become certified as an Arizona Base Hospital, submission of a Bureau approved application is required. Phoenix Children’s is considered a specialty base hospital specifically for pediatrics.
Position Duties
Arizona Department of Health Services (AZDHS) Base Hospital certification
Collaborate with Medical Director to obtain AZDHS Base Hospital Certification and biennial audit/re‑certification.
Collaborate with pharmacy to manage the EMS narcotic inventory, EMS refill, and EMS exchange program.
Ensure orientation of Phoenix Children’s ED physicians to Base Hospital policy, online medical direction, and EMS courtesy notification phone.
Collaborate with legal/risk to establish and maintain Base Hospital agreements and contracts.
Lead development and implementation of pre‑hospital policies and protocols related to coordination of patient care and participate in the bi‑annual review with medical director.
EMS Quality Assurance and Safety
Develop and maintain quality metrics, including audits of records per guidelines/protocols and leading pre‑hospital quality management reviews.
Provide oversight of EMS and Base Hospital programs across the enterprise in alignment with organizational goals and priorities.
Ensure metrics are kept up to date and reporting validity is sound.
Continuously evaluate metrics and develop action plans to drive performance.
Provide peer review feedback to Phoenix Children’s staff via communication workstation.
Ensure formal follow‑up to EMS providers utilizing NASEMSO Clinical Guidelines and Performance Metrics.
Notify EMS provider exposure to communicable disease.
Oversee pre‑hospital transport data on Phoenix Children’s inpatient patient profiles.
Participate in bimonthly Phoenix Fire Department CQI Collaborative.
Participate and/or lead hospital‑based committees impacting EMS/Base Hospital program.
Represent Phoenix Children’s on local and state level regarding EMS issues.
EMS Outreach and Education
Support coordination (in collaboration with Professional Practice) of paramedic learner and air ambulance nurse/paramedic clinical rotations in the Emergency Department, PICU, and NICU.
Oversight with Legal/Risk to establish and maintain education/clinical agreements with paramedic schools, municipal agencies, and air ambulance agencies.
Coordinate & represent Phoenix Children’s at local and national EMS conferences, financial support, and vendor management.
EMS Continuing Education Events
Deliver CE on request from EMS agencies or pre‑hospital coordinators.
Approve continuing education credits for NREMT/AZDHS EMCT license re‑certification.
Coordinate CE events in collaboration with the Phoenix Children’s Trauma Outreach coordinator.
Develop annual Phoenix Children’s sponsored events related to EMS outreach and education.
Coordinate physician training and electives related to transport/EMS operations with Medical Director.
Fiscal Management
Prepare and manage the operating budget demonstrating prudent resource utilization and effective collaboration with the accounting and billing departments to monitor account revenue and expenses.
Manage grant funds in accordance with guidelines.
Maintain current knowledge of legislative and regulatory activities that impact pre‑hospital care and base hospital.
Supervises Base Hospital Coordinators
Ensure proper distribution of workload, accuracy and quality of work.
Manage all aspects of personnel administration including recruitment, onboarding, continual performance development, adhering to HR policies and collaboration with Human Resources as appropriate.
Delegate special projects and committee assignments.
Assess employee job satisfaction.
Maintain files and documents in compliance with regulatory standards.
Miscellaneous Duties

Bachelor’s Degree in Nursing – Required
Master’s Degree in related field – Preferred
Experience
5 years of experience in emergency department or pre‑hospital settings – Required
Prior management/supervisory experience and trauma nursing experience in the Emergency Department, ICU or pre‑hospital setting – Required
Additional Requirements
Current AZ RN license or an RN license from a compact state with multi‑state privileges, or the ability to establish licensure in Arizona prior to start date – Required
Current BLS Certification for Healthcare Provider from the American Heart Association – Required
