Responsibilities

Manage the encroachment permit process for both Edgefield and Saluda Counties, including preparing and reviewing all permit applications.

Verify information submitted for accuracy and process permit applications in the Encroachment Permit Processing System (EPPS) for review and approval by the appropriate Resident Maintenance Engineer or District Permit Engineer.

Inspect encroachment permit work for compliance with permit requirements.

Assist the Saluda Resident Maintenance Engineer with managing maintenance contracts and roadway inspections for Saluda County.

Coordinate logistics for the District Bridge Crew, including surveying of lines and grades, erosion control measures, traffic control, utility conflict resolution, scheduling, and documentation of bridge project repairs.

Prepare and inspect Saluda County’s maintenance contracts such as vegetation management, concrete repairs, drainage repairs, herbicide applications, and roadway sweeping.

Conduct regular field inspections of approved encroachment permits in Edgefield and Saluda Counties to ensure compliance with department policies and procedures.

Perform routine roadway and right‑of‑way inspections including shoulders, pavement markings, signs, surface repairs, drainage, guardrail, and vegetation.

Assist with logistics for District Bridge Replacement/Repair crew projects such as survey grade layout, traffic control, erosion control installation/inspection, utility conflicts, scheduling, and coordination with other county maintenance units.

Assess work requests, prepare reports, perform administrative duties as needed, and assist with other related responsibilities.

Minimum and Additional Requirements

High school diploma and two (2) years of progressively responsible engineering technician‑related experience; or an approved acceptable equivalence.

Achievement of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience.

Physical demands: frequent bending, kneeling, stooping, lifting up to 50 lbs, walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and natural environmental hazards. May require occasional exposure to noise and working outside of normal work schedules and weekends.
