Performs moderately complex (journey-level) budget preparation, analysis, and payroll related work. Assists in preparing and/or overseeing the preparation of agency budgets, preparing budget instructions; analyzing and reviewing budget requests; assists in preparing and monitoring program performance measures; prepares legislative appropriation requests; compiles, reviews, analyzes, and evaluates financial data; prepares reports. Works under general supervision with limited latitude for the use of initiative and independent judgment.

Responsibilities

Assists in the preparation of budgetary and management reports (25%) Assists in the preparation of budgets to provide management with expenditure data, trends, and recommendations.

Analyzes expenditure patterns and makes recommendations on the use of funds.

Ensures coordination of budgeting procedures, preparation, and reporting.

Assists in reviewing revenue patterns for appropriations analysis.

Assists in preparation of reconciliation of treasury cash to budget and investigates any deviations.

Assists in maintaining agency position control and salary budget worksheets.

Assists in preparation of cost allocations on a monthly basis.

Monitors capital budget expenditures to ensure compliance with the General Appropriations Act.

Ensures accuracy and timeliness of submission of Legislative Appropriations Requests LAR, operating budgets, and requests for federal funding (25%)

Assists in issuance of instructions on budget and funding procedures and methods (20%) Ensures compliance with established procedures, requirements, laws and regulations.

Assists in the preparation of financial statements and reports for the LAR and Governor’s Operating Budget (20%) Assists in measuring the impact of existing and proposed state and federal legislation.

Back‑up to grants coordinator and other miscellaneous duties (10%) Assists in the preparation and submission of monthly grant reports and reimbursement requests.

Performs related duties as assigned by management.

Minimum Qualifications Education:

Graduation from an accredited four‑year college or university with major coursework in finance, accounting, business, public administration, or a related field.

Experience:

Two (2) years of full‑time work experience in budget preparation and analysis, financial management, contract coordination, or performance measurement reporting work, including 1 year of journey‑level state government budgeting experience.

Applicable Substitutions:

Experience and education may be substituted for one another. Graduation from a standard senior high school or equivalent; and Six (6) years of full‑time work experience in state governmental accounting and financial operations.

Knowledge:

Financial administration, budget, control and fiscal accounting; agency’s financial program, governmental accounting, budget control methods, policies and procedures, and laws and regulations pertaining to fiscal operations.

Accounting, budgetary, and management principles, practices, and procedures; legal restrictions governing allocation of funds.

Skills:

Analyzing financial data.

Proficient in Excel, Word, and PowerPoint.

Experienced using USAS, CAPPS, and ABEST.

Preferred experience in USPS, CAPPS, and Microsoft Query.

Abilities:

Ability to monitor and report on performance measures; to analyze management problems and develop and present alternative solutions; to coordinate the gathering and analysis of data.

Registration, Certification or Licensure:

Possess a valid Texas driver license.

Additional certifications may be required to be registered, certified, or licensed in a specialty area.

Position functions in a standard office environment. Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines.

Position is expected to work in the office but may be eligible for situational or hybrid telework schedule upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams or other platforms/applications during regular business hours.

Travel:

5% travel required.

Supplemental Information:

The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC’s and/or an employee’s contribution to the Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009, are required to remit a surcharge each month the return‑to‑work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge. The Commission will conduct a criminal history and driver record check with the Texas Department of Public Safety in accordance with applicable standards on all finalists for this position.
