Network Specialist I - Outside Plant Construction , you will coordinate, plan, and supervise outside plant field construction and splicing operations in multiple locations. Depending upon workload, you may supervise consulting resources in the engineering and/or construction phase of the projects. You will work with representatives from network operations, associate managers, consultants, design engineers and construction contractors to ensure that the needs of the company are met. You will implement fiber networks while conforming to existing TDS Outside Plant guidelines and standards, stay current with the National Electrical Safety Code (NESC), and ensure construction is compliant with NESC. Note: This position can be hired at Network Specialist I - Outside Plant Construction (2025-28089) or Network Specialist - Outside Plant Construction (2025-28090) level depending on your skills and qualifications. Responsibilities
Coordinate OSP projects and/or supervise consultants responsible for coordinating outside plant field construction and splicing operations across multiple locations and states. Provide technical support for special projects such as major road moves or potential on-net builds. Work with Finance to ensure proper accounting of facilities placed and interact with Legal to manage asset transfers. May assist in engineering phase; create labor, material, and overhead project cost estimates.
Provide audits of OSP projects and coach consultants/contractors to ensure accuracy and consistency, ensuring compliance with NESC standards and current TDS OSP standards.
Review field reports and contractor invoicing for accuracy. Manage construction projects by reviewing quality of work, resolving clean-up issues, maintaining project documentation, and monitoring progress.
Ensure compliance with Sarbanes-Oxley guidelines and coordination with Network Operations, Network Planning, Rights-of-Way, and Contract Administration. Lead pre-staking, pre-bid, and pre-construction meetings as required. Verify right-of-way, easements, and permits; design for proper cable sizing and facility routing; ensure proper closeout.
Verify that all documentation required to complete projects is complete (bid jobs, build orders, start agreements, VMOPs, close-out documentation).
Adapt to changing GIS-based construction tracking methods and new construction methods and architectures.
Qualifications Required Qualifications
Associate Degree (or higher) OR 2+ years professional work experience
3+ years experience in Voice, Data, or Video networking
Valid driver’s license, reliable transportation, and insurance
Other Qualifications
Ability to travel to construction sites approximately three days per week
Experience in OSP Construction and/or Engineering (fiber, copper, coax) or related Utility/Municipal Construction and/or Engineering or Construction Project Management
Fiber optic implementation experience
Excellent leadership, customer relations and communications skills
Self-directed and able to work independently
GIS experience (ESRI ArcGIS, AGOL, Spatial analysis) or equivalent
Proficient in a digital environment; understanding of Telecommunications industry
Ability to manage multiple priorities; project management experience
Strong written and oral communication skills; PC database, spreadsheet, and word processing skills
Working knowledge of NESC construction practices and engineering standards
Ability to work cooperatively with diverse work groups
Understanding of FTTH design and construction techniques; ability to read FTTH construction prints
Understanding of unit-based construction contracts
