Job Summary Performs complex contract management work. Responsibilities include developing and evaluating a broad range of contracts, negotiating contract features, coordinating pre‑ and post‑award activities, monitoring contract performance and billings, ensuring compliance with policy, procedure, legal, and fiscal requirements, assisting in dispute resolution, and negotiating contract renewals, amendments, and plan changes.

Essential Functions

Develop contracts by identifying provider resources, describing services to be rendered, and negotiating contract features.

Coordinate and facilitate contract pre‑award and post‑award activities; monitor contract performance and billings; confer with contract providers to ensure compliance with policy, procedure, legal, and fiscal requirements; assist in the dispute resolution process; and assist in negotiating contract renewals, amendments, and plan changes.

Prepare specifications for bid requests; develop procurement documents; assist in developing bid evaluation instruments; and maintain contracting records.

Assist in providing guidance regarding contract administration policies, procedures, rules, and regulations; and respond to requests for program information.

Perform a variety of marginal duties not listed, to be determined and assigned as needed.

Minimum Qualifications Education, Experience, and Training:

Bachelor’s degree from an accredited college or university (CHEA or USDE). Major coursework in Business Administration, Public Administration, Finance, Accounting, or a related field preferred. Each year of experience in excess of the required three years may be substituted for thirty semester hours on a year‑for‑year basis.

Three years full‑time, wage‑earning experience in purchasing, contracting, contract management, contract monitoring, financial auditing, accounting, or statistical analysis.

Purchasing or contracting experience preferred.

Required to obtain Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM) certifications within twelve months of employment. Must maintain valid certifications for continued employment.

Applicants lacking required certifications must sign a Credential Contingency Agreement to remain eligible; failure to comply will result in separation from employment.

Knowledge and Skills:

Knowledge of applicable state and federal laws, rules, regulations, and statutes.

Knowledge of contracting regulations, policies, and procedures.

Knowledge of community resources.

Knowledge of automated purchasing methods and procedures.

Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Skill to communicate ideas and instructions clearly and concisely.

Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.

Skill to interpret and apply rules, regulations, policies, and procedures.

Skill to review technical data and prepare technical reports.

Skill to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements.

Skill to negotiate features of a contract, balancing agency and provider requirements.

Skill in problem‑solving techniques.

Skill in the use of computers and related equipment in a stand‑alone or local area network environment.

Skill to prepare and maintain accurate records, files, and reports.

Additional Requirements

Physical requirements: Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.

Conditions: Working inside, around machines with moving parts, radiant and electrical energy, working closely with others, working alone, protracted or irregular hours, and traveling by car, van, bus, and airplane.

Equipment (tools): Computer, calculator, copier, fax machine, telephone, dolly, and automobile.
