This role is Hybrid. If you live within 50 miles of Warren, MI, Austin, TX, or Mountain View, CA you are expected to report to that location at least three times per week.
The Role As a Senior Manager within GM’s Human Resources Policy Group, you will lead the strategy, development, and governance of HR policies for GM’s global salaried workforce. You will provide senior‑level consultation on complex employment matters, oversee enterprise policy programs and ensure consistent and compliant application of policies across the organization.
This role requires strong leadership, strategic judgment, and the ability to influence across functions. You will guide a team of HR Policy professionals, collaborate with Legal and other HR COEs, and drive policy initiatives that support GM’s evolving business and people strategies.
What You’ll Do
Lead the enterprise strategy, development, and governance of HR policies for salaried employees.
Oversee ongoing policy reviews to ensure alignment with business needs, legal requirements, and industry practices.
Provide senior‑level consultation to HR and business leaders on complex disciplinary actions, separations, policy exceptions, and other high‑risk employment matters.
Serve as the enterprise policy owner for major HR programs, including the GM Severance Program (MSP/GMSP).
Act as the primary liaison among HR Field, HRLR, Legal, and business leadership to guide case reviews and ensure consistent application of employment actions.
Partner with Legal on sensitive employment matters, risk assessment, litigation support, and compliance.
Lead cross‑functional policy initiatives and enterprise projects requiring strong program and change‑management skills.
Direct the development, drafting, socialization, and leadership presentation of proposed policy changes.
Oversee communication, training, and rollout of policy updates across the organization.
Provide policy support and participate in negotiations related to salaried represented unit issues.
Lead and develop a team of HR Policy professionals, ensuring strong capability, performance, and alignment to organizational priorities.
Build strong relationships and influence decisions across HR, Legal, business units, and senior leadership.
Required Skills & Abilities
Bachelor’s degree in Human Resources, Business Administration, Public Policy, or related field (Master’s degree preferred)
10+ years of progressive HR experience, including experience in policy governance, employee relations, or compliance
5+ years of people‑leadership experience in a complex, matrixed organization
Experience providing senior‑level consultation on sensitive or high‑risk employment matters
Strong understanding of employment laws, regulatory requirements, and organizational risk management
Demonstrated ability to lead enterprise projects, change initiatives, and policy implementations
Proficiency with Workday and Microsoft Office applications (Word, PowerPoint, Excel)
Exceptional written and verbal communication skills, with the ability to communicate complex policy topics clearly
Strong analytical, organizational, and problem‑solving capabilities, with high attention to detail
Ability to influence leaders, navigate conflict, and operate as a trusted advisor
HR certification (SHRM‑CP/SCP, PHR/SPHR) preferred

Compensation
The salary range for this role is ($185,700 and $259,300). The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position.
