The Skilled Nursing Facility Administrator is a key leadership role within the North Kern South Tulare Hospital District (“NKSTHD”), responsible for the overall management and daily operations of the Delano District Skilled Nursing Facility (“DDSNF”). This position plays a critical role in supporting the mission and strategic goals of the healthcare district by ensuring high-quality, patient-centered care in a compliant, fiscally responsible, and community-focused environment.

The Administrator ensures the facility operates in accordance with all federal, state, and local regulations, including guidelines set by the California Department of Public Health and the Centers for Medicare and Medicaid Services (CMS). In addition, the Administrator oversees staffing, budgeting, policy development, and quality improvement initiatives, while fostering a culture of compassion, safety, and accountability.

As a leader within a public healthcare district, the Administrator must also effectively collaborate with the District Board, medical staff, employees, families, and community stakeholders. This role requires a strong understanding of the governance, transparency, and public accountability standards unique to special healthcare districts.

Supervisory Responsibilities

Ensures the facility operates in full compliance with all federal, state, and professional standards and regulations, maintaining required licenses and certifications.

Provides leadership and oversight of all staffing functions to ensure adequate coverage, compliance with care standards, and regulatory requirements.

Promotes and upholds the philosophy, mission, and values of the skilled nursing facility, ensuring alignment across all levels of staff.

Demonstrates strong interpersonal and communication skills to effectively engage staff, residents, families, regulatory agencies, and the broader community.

Duties/Responsibilities

Provide operational leadership and direction for all departments within the skilled nursing facility.

Ensure full compliance with all applicable state and federal regulations, including those from CDPH, CMS, and Title 22.

Maintain the facility’s license and ensure ongoing eligibility for participation in Medicare and Medicaid programs.

Ensures compliance with applicable legal and regulatory standards.

Projects skilled nursing facility philosophy to staff, patients, families, and the community.

Communicates effectively with patients and families to ensure they are satisfied with the services provided.

Consults with supervisory staff to set goals for the facility, and monitors staff performance and progress toward reaching goals.

Maintains communication among governing boards, medical staff, and department heads by attending board meetings and coordinating interdepartmental functioning.

Directs or conducts recruitment, hiring, and training of staff.

Establishes work schedules and assignments for the team according to workload, space, and equipment availability.

Inspects facilities and recommends building or equipment modifications to ensure emergency readiness and compliance to access safety and sanitation regulations.

Manages State and Federal government survey processes.

Make sure the facility is safe, clean, and comfortable for residents, patients, visitors, and staff in accordance with District policy.

Maintains ongoing compliance with all applicable legal, licensing, and regulatory requirements, including state and federal guidelines.

Ensures compliance with the Brown Act, which governs the conduct of public meetings, including the proper noticing of meetings, transparency, and public participation.

Performs other related duties and responsibilities as assigned by the District General Manager or Board of Directors.

Required Skills/Abilities

Leadership and Management: Strong leadership abilities with a demonstrated capacity to manage, motivate, and develop a diverse team of professionals, including IDT (Interdisciplinary Team) staff. Ability to establish a culture of collaboration, accountability, and respect across all staff levels.

Quality Assurance and Compliance: Expertise in implementing and maintaining quality assurance programs, conducting audits, and ensuring compliance with regulatory standards. Proven ability to drive improvements in clinical care and operational processes.

Interpersonal and Communication Skills: Exceptional verbal and written communication skills, with the ability to engage effectively with staff, residents, families, regulatory agencies, and the community. The ability to convey complex information in a clear, concise, and compassionate manner.

Problem‑Solving and Decision‑Making: Strong analytical skills and the ability to make sound decisions under pressure. Ability to assess situations, identify potential challenges, and develop innovative solutions.

Conflict Resolution: Skilled in managing and resolving conflicts, both internally among staff and externally with residents or families, while maintaining professionalism and empathy.

Project Management: Proven ability to manage multiple projects simultaneously, prioritize tasks, and meet deadlines in a fast‑paced, dynamic environment.

Technology Proficiency: Comfortable with healthcare management software, electronic medical records (EMR) systems, and standard office software (e.g., Microsoft Office Suite). Familiarity with data management and reporting tools.

Emergency Preparedness: Knowledge of emergency management procedures, including disaster preparedness and response, to ensure the safety and well‑being of residents and staff.

Education and Experience The ideal candidate will possess a combination of education and experience that provides the necessary knowledge, skills, and abilities for the successful management of a Skilled Nursing Facility.

A bachelor’s degree in healthcare administration, Business Administration, Public Health, or a related field is required. A master’s degree in healthcare administration, Business Administration, Public Health Administration, or a similar advanced degree is preferred.

A current and valid California Nursing Home Administrator (NHA) License is required.

A minimum of seven (7) years of experience in the healthcare industry, with at least five (5) years in a senior management or leadership role within a skilled nursing or long‑term care facility is required.

Experience with public agency or government‑funded healthcare organizations (such as healthcare special districts) is highly desirable.

Familiarity with federal, state, and local healthcare regulations, including CMS, California Department of Public Health standards, and the Brown Act related to public meetings and transparency is critical.

Physical Requirements

Prolonged periods of sitting at a desk and working on a computer.

Must be able to lift 15 pounds at times.

Must be able to access and navigate each department at the organization’s facilities.

Salary $135,000 – $180,000 annually, depending on experience

Work Schedule

Monday through Friday, 8:00a.m‑5:00p.m

Attendance is required at Board Meetings, which are held on the last Thursday of each month.

Occasional evening and weekend hours will be required to attend related events or as directed.
