The White Plains City School District invites a highly experienced, dynamic Human Resources professional to apply for the position of Assistant Superintendent for Human Resources, in our educationally progressive community of approximately 7,000 students and approximately 1,000 professional staff and 300 support non-instructional staff serving grades K-12 in beautiful Westchester County, New York.

Key Responsibilities Under the direct supervision of the Superintendent of Schools, the Assistant Superintendent for Human Resources will:
Provide leadership and oversight for all human resources functions, including, but not limited to, long-range planning, budgeting, recruitment, onboarding, offboarding, annual professional development, evaluation (e.g. APPR), labor relations, investigations and compliance.
Advise the Superintendent and Board of Education on all personnel matters, policy interpretation, and compliance with employment laws.
Work collaboratively to support and oversee employee benefits administration, leave management, and all personnel recordkeeping. Lead efforts to strengthen district culture through equitable and transparent Human Resources best practices.
Collaborate with district and building leaders to identify staffing needs, develop succession planning, and support leadership growth.
Develop and maintain Human Resources systems and data processes that improve efficiency, accuracy, and accountability.
Ensure all employment actions and decisions align with the district’s mission, goals/objectives, labor agreements, and legal requirements.
Lead and support training initiatives related to performance management, workplace conduct, and employment law.
Foster a positive, inclusive, and professional climate that values all employees as partners in achieving student success and service to the greater educational community.
What We Are Looking For The ideal candidate is an experienced Human Resources professional who possesses the following qualifications:
Demonstrated ability to manage complex Human Resources systems, policies, and data management platforms with a systems-thinking approach and precision in data collection and management
Proven record of leadership in recruitment, retention, and talent development for both instructional and non-instructional staff
A solutions-based mindset and exceptional interpersonal, communication, and problem-solving skills
Ability to balance strategic vision with operational excellence in a dynamic, collaborative educational environment
Demonstrated success in collaborative employee relations and experience working with and supporting multiple bargaining units
Deep understanding of New York State Education Law, Civil Service regulations, and applicable federal and state employment laws

Holds New York State certification as School District Administrator (SDA), School District Leader (SDL), Civil Service Certification, or Juris Doctor (J.D.)
Has a minimum of five years of successful administrative experience in human resources, labor relations, or personnel administration in a large, complex organization
A master’s degree is required; a Juris Doctor (J.D.), Doctorate in Education (Ed.D.), or an advanced degree in Human Resources, Labor Relations, or Organizational Leadership is preferred.
