Minimum Requirements

A bachelor’s degree from an accredited college or university and two (2) years of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering; or a master’s degree from an accredited college or university and one (1) year of experience as described above; or three (3) years of experience as an Environmental Specialist I or higher with the State of Florida; or three and a half (3.5) years of experience as described above. Requires possession of a valid Driver License.

Job Duties

This is an environmental professional position that will serve as a point of contact for Binding Determinations (BDs) and program complaints and provide support to program initiatives within OAWP. The role requires strong analytical skills, collaboration with diverse stakeholders, and a solid understanding of Florida agriculture, water resources, and environmental regulations. The candidate will contribute to scientific evaluations, policy implementation, outreach efforts, and the advancement of agricultural Best Management Practices (BMP) research and technology. The following responsibilities apply:

Serve as a contact for Binding Determination inquiries, coordinate site visits, review information, verify eligibility, identify data needs, synthesize findings, prepare recommendations, and maintain case files; update standard operating procedures related to BD activities.

Assist the environmental administrator with technical and scientific interpretation of groundwater, surface-water, or crop modeling data related to nutrient use efficiency and water conservation benefits from FDACS BMPs and cost-shared technologies.

Provide technical support for producers and staff regarding BMP and cost share implementation; on-site assistance and evaluation, collaborate with Extension staff, and represent FDACS at meetings and events.

Utilize GIS (ArcGIS Pro) and MS Office to summarize datasets, develop dashboards, and support BD investigations and complaint tracking.

Contribute to BMP research literature and assess applicability to the program; annotate publications for current or new BMPs.

Serve as primary contact for complaints directed to the OAWP; communicate with partners, review information, determine enrollment eligibility, and maintain complaint-tracking dashboard.

Participate in BMP research solicitations, evaluate applications, collaborate on contracts, conduct site visits, approve deliverables, and assist with research project development.

Perform related duties as required.

Knowledge, Skills, and Abilities

Knowledge of Florida’s agricultural industry, water resources, and agricultural BMPs for conservation, nutrient management, irrigation management, and water resource protection.

Knowledge of Florida statutes, policies and regulations related to environmental resource permitting and water resource protection.

Knowledge of physical or natural sciences terminology and analytical techniques, including hydrology.

Knowledge of data collection and analysis, and environmental models such as DSSAT, MODFLOW, SWAT, or WAM.

Skill with MS Office, Adobe, and ArcGIS software.

Skill with briefing management and communicating technical information to diverse audiences.

Ability to establish working relationships and work independently or as part of a team.

Ability to communicate verbally and in writing; prepare technical reports and give public presentations.

Ability to compile, evaluate, analyze and interpret scientific data.

Ability to interact professionally with the public.

Ability to use independent judgment, critical thinking, and problem solving to make decisions.

Ability to manage multiple concurrent projects and meet deadlines with minimal supervision.
