Real Estate Services Division The RES division supports the government of New York City by managing space planning and real‑estate needs for 37 million square feet of city property, acquisitions, sales, disposition of 15,000 city‑owned lots, property valuation, and financial analysis of real‑estate transactions.

Leasing & Acquisitions Unit – Leasing Transactions Manager We are seeking one Leasing Transactions Manager. Responsibilities include:

Identify and analyze suitable sites to meet client agency requirements, preparing market analysis reports.

Negotiate cost‑effective commercial leases and licenses on behalf of the city.

Prepare and maintain project schedules.

Initiate and maintain project status reports in DCAS Real Estate Services data systems.

Communicate with client agencies to keep them fully informed on project status, next steps, potential issues, budgets, and risk mitigation.

Manage and complete required legal documents such as leases, licenses, renewals, and notices.

Coordinate with supervisors and other RE services staff to ensure projects are completed on time, within budget, and meet program needs.

Partner with the Design and Project Management unit to ensure necessary requirements for negotiating a term sheet with the landlord are met.

Maintain effective project management and control of the entire leasing process.

Confer and partner with internal stakeholders—including the Mayor’s Office, Office of General Counsel, Comptroller’s Office, City Council, and City Planning—to satisfy client agency requirements and mayoral real‑property initiatives.

Effectively communicate and promote client agency real‑property interests to external stakeholders such as local community boards, elected officials, and community organizations.

Provide time‑sensitive and accurate transaction data to support the acquisition of Section 195 and Section 197(c) approvals, including possible public testimony on behalf of the city.

Prepare ARC packages and all required documentation, and present to OMB for transaction approval.

Minimum Qualifications

A four‑year high school diploma or equivalent and six years of full‑time, progressively responsible experience in real‑property management. At least 18 months must have been in a managerial capacity supervising a large staff of property‑management agents and/or housing‑development specialists, requiring independent decision‑making concerning program management, resource allocation, and work scheduling.

Progressive responsibility must be demonstrated by a work history of promotions or increasingly responsible duties. Experience in building construction or renovation, management of residential, commercial, industrial, or waterfront properties, and site management related to housing or rehabilitation projects is acceptable, but no more than three years toward the general requirements.

A baccalaureate degree plus four years of experience described above, including eighteen months of managerial experience, or a satisfactory combination of education and experience equivalent to the above. All candidates must have at least eighteen months of managerial experience. Education may substitute general work experience (not managerial experience) at the rate of 60 college semester credits for one year of acceptable experience, up to a maximum of four years of college for two years of experience.

Experience in property management must include both renting and operating managed properties. Renting experience must include interviewing prospective tenants, qualifying tenants’ income and background, and/or ensuring vacancies are ready for occupancy. Operating experience must include overseeing maintenance and repair of building operating systems and supervising staff to ensure work is properly completed.

Experience in site management must include on‑site rental and maintenance of buildings.

Experience in relocation must include negotiating with tenants to surrender leases for cash consideration or an alternative site and determining tenant eligibility for benefits.

Preferred Skills

Demonstrated knowledge of the New York City commercial real‑estate market and commercial leasing experience.

Ability to meet tight deadlines and manage expectations with a variety of stakeholders.

Familiarity with design and construction processes.

Familiarity with city of New York processes, rules, and regulations.

Understanding of corporate processes, policies, procedures, and governance.

Good interpersonal and customer‑relationship management skills.
