Human Resource Manager – Phoenix, AZ – Reporting to Chief Financial & Operating Officer.
Position Overview Collaborate and support CFO on HR aspects and Business Operations.
Responsibilities
Human Resources & Compliance
Conduct employee on/off‑boarding administration and ensure compliance.
Oversee integrity of employee data and documents (soft and hard copies).
Manage benefits – health benefit renewals, open enrollment, benefit portal updates, and 401(k) plan administration.
Maintain compliance with state and federal mandates and keep policies up to date.
Manage HR legal documents, revisions for employees and independent contractors.
Export‑control administration compliance related to HR & recruiting.
Register new states for workers' compensation insurance and manage annual audits and renewals.
Collect and track weekly engineering timesheets and work‑product progress reports.
Maintain client ID registrations for new engineer onboarding.
Participate in investigations and guidance for disciplinary actions.
Obtain references and VOEs when required.
Assume other HR, PR or recruiting duties as assigned.
Payroll
Oversight and audit of multi‑state payroll processing for 45‑65 employees.
Register company licenses, apply for withholding and UI in new states.
Work with payroll company to complete year‑end 1099 and W2 reporting.
Audit UI annual reports and rates.
Audit payroll company records for out‑of‑state filing and payment compliance.
Maintain time‑off tracking (PTO, PSL, ETO).
Recruiting & Recruiting Administration
Recruit, onboard, and train business operations personnel.
Serve as technical recruiting team backup (sourcing, scheduling).
Administer ATS and manage its functionality.
Maintain recruiting goals and activity reports.
Provide engineering candidate onboarding status to hiring managers.
Support staffing model planning and execution.
Schedule engineering candidate pre‑screens and interviews.
Manage job portal listings within ATS and external portals (Indeed, LinkedIn).
Qualifications
Technical Skills
Bachelor’s degree in Human Resources or related field.
Minimum 5 years of payroll processing experience.
Over 10 years of relevant corporate HR management experience, including HR, benefits, and recruiting responsibilities.
10+ years of HR administrative and compliance experience.
Professional certification in Human Resources Management preferred.
Active PHR certification required; active SPHR preferred.
Knowledge of HR compliance, employment laws, best practices.
Knowledge of health benefits and 401(k) plan administration guidelines.
Certificate in Employee Relations Law Seminar a plus.
Experience researching, writing, and assessing policies, procedures, benefits, recruiting, payroll.
Advanced proficiency in MS Word, Outlook, Excel.
Soft Skills

Strong analytical and judgement skills.
Ability to work independently, take ownership, follow through.
Hands‑on mindset, willingness to roll up sleeves.
