The Human Resources Manager plans, directs, and manages the day-to-day operations and strategic initiatives of the Human Resources function. This role oversees one or more of core HR disciplines including talent acquisition & classification and compensation, employee relations, benefits administration, performance management, training and development, and policy administration. The HR Manager ensures compliance with applicable federal, state, and local laws while serving as a trusted advisor to leadership and employees. Work is performed under supervision of the Deputy Director or Director.
Responsibilities
Manages multiple human resources projects simultaneously based on area/s of responsibility
Leads and manages the delivery of comprehensive HR services across the organization
Supervises and coaches direct reports; ensures staff have the tools and training necessary to do their jobs; holding them accountable for completing assigned tasks; fostering a high-performing and service-oriented team
Partners and collaborates with executive leadership to support organizational goals, culture, and workforce initiatives
Provides support and guidance to HRBPs, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances
Analyzes trends, researches, and proposes alternative solutions
Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, and employment law
Administers and interprets programs, develops, and implements programs related to area of responsibility
Prepares and maintains HR related reports, metrics, and records
Researches and resolves employee and department concerns, and technical issues to provide answers, solutions, and recommendations; investigates more efficient ways to manage HR functions
Education and Experience
Bachelor's degree in human resources, organizational management, business administration, or related field
At least 4 or more years of progressively responsible experience in human resources, including supervisory or management experience or equivalent combination of education and experience
Experience in public sector or complex organizations preferred
HR Certification is a plus
Knowledge, Skills, and Abilities
Comprehensive knowledge of human resources principles, practices, and employment law
Strong leadership, supervisory, and project management skills
Ability to exercise sound judgment, discretion, and confidentiality
Excellent interpersonal, communication (written/verbal), and negotiation skills
Ability to analyze data, develop recommendations, and implement solutions
Proficiency with MS Office Suite, HRIS systems, and standard business software
Physical Requirements
Occasional exertion of up to twenty-five pounds of force
Primarily office-based work environment
Travel to various city facilities
Work is generally in a moderately noisy location (e.g., business office, light traffic)
Ability to sit, stand, and use standard office equipment for extended periods
