is seeking a dedicated

Human Resources Analyst

to assist in administering a comprehensive Human Resources department, which includes approximately 97 positions. This role receives administrative direction from and serves as a principal assistant to the Human Resources Director A.

Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties

Manages all aspects of the Payroll Department, develops policies and procedures that comply with both Civil Service and OSUP Regulations, audits all payroll results, researches discrepancies, updates the LAGov HCM System, and processes all off-cycle payroll checks. This includes managing leave accrual and usage, terminal leave, FMLA tracking, special pay, recoupment of overpayments, retirement, DROP, workers' compensation, deductions for state and federal withholding, health and life insurance premiums, and savings plans, as well as other miscellaneous deductions.

Provides verification of employment to various lending institutions as deemed by NEDHSA guidelines, either verbally and/or through written correspondence.

Administers the Employee Benefits Program for NEDHSA employees, covering Group Health Insurance, Louisiana State Employees' Retirement System, Deferred Compensation, Annual and Sick Leave, Credit Union deductions, Miscellaneous Insurances, and Family Medical Leave.

Responsible for the maintenance of position control and prepares and processes reports to ensure the Table of Organization and Vacancies are accurate; manages the Organizational Management System in LAGov HCM, updates SF-3s in the LaGov system, and attaches new positions to the appropriate organization units.

Reviews completed Continuous Performance Management (CPM) data/forms and audits for accuracy.

Independently manages the personnel operations such as entry of personnel actions (appointments, market adjustment, promotions, transfers, separations). Certifies that the employee meets minimum qualifications, secures all documents for actions (e.g., 6.5g requests, justification of temporary appointments, applicant flow information, Certificate of Eligibles, SF-9s, official transcript), and processes.

Compensation:

NEDHSA is a designated approved National Health Service Corps (NHSC) site. Clinicians who work at NHSC-approved sites are eligible to apply for NHSC Loan Repayment Program to pay off student loans.

2-year Full-Time Clinical Practice: NHSC will pay up to $50,000 for an initial 2 years of full-time clinical practice to clinicians.

Full-time clinical practice is defined as no less than 40 hours per week, for a minimum of 45 weeks per year.
