Position The purpose of this classification is to perform supervisory work functions associated with the inspection of city and county premises and the enforcement of codes and ordinances governing minimum housing standards, unlawful dumping, vacant lots, and related conditions.

Responsibilities

Supervise, direct, and evaluate assigned staff; conduct performance appraisals; interview and make hiring recommendations; act as liaison between employees and management; train staff on policies and procedures.

Organize, prioritize, and assign work; schedule activities to meet objectives; monitor progress; provide technical expertise on complex issues.

Conduct on‑site and off‑site inspections of city and county properties and homes to ensure code compliance; initiate inspections, notifications, and removal of inoperable vehicles.

Receive and investigate complaints; contact violators and issue violation notices; photograph violations prior to court; prepare legal cases for abatement; testify in court as needed.

Interpret regulatory codes; respond to routine information requests; recommend additions/deletions to codes and regulations.

Process documentation such as Lot Cleaning orders, In‑Rem notices, Court orders, Fire reports, and various forms (e.g., Production reports, Violation Notices, Dilapidated Structure Reports).

Operate a personal computer and related software (Kelly System, Excel, etc.) to enter, retrieve, and modify data; maintain general office and equipment usage.

Consult with other supervisors, law officers, inspectors, contractors, and agency officials to review operations, discuss problems, coordinate activities, and provide technical expertise.

Conduct field meetings with contractors as needed.

Maintain current knowledge of applicable laws, codes, and ordinances; read professional literature.

Research property owners and rental agencies through tax office when required.

Operate a motor vehicle in the performance of duties.

Minimum Qualifications

High school diploma or GED required; supplemented by vocational/technical training in construction practices and methods.

Three (3) or more years of previous experience and/or training involving code enforcement of premises, zoning enforcement, or a related field; or an equivalent combination of education, experience, or training.

Valid Georgia driver’s license and a current SBCCI Housing Rehabilitation Inspector license.

Ability to operate a motor vehicle and perform moderate physical effort (e.g., lifting 12‑20 lbs).

Strong communication, analytical, and problem‑solving skills.

Mathematical aptitude: perform arithmetic operations, calculate percentages, and interpret graphs.

Functional reasoning: apply principles of influence systems, independent judgment, and problem‑solving techniques.

Situational reasoning: exercise judgment, decisiveness, and creativity in evaluating information against subjective criteria.

ADA compliance: perform tasks requiring moderate physical effort and discern colors, colors, sounds, odors, depth, texture, and visual cues; communicate orally; and withstand adverse environmental conditions.
