Buyer II - Purchasing
County of Riverside's University Health System – Medical Center department seeks a purchasing professional to join their Purchasing Team in Moreno Valley.
About the Position Under direction, the incumbent will be responsible for creating purchase orders, providing order status updates to departments, educating staff on purchasing guidelines and protocols, assisting with vendor registrations, and collaborating with Accounts Payable to mitigate vendor payment issues as needed. The role involves purchasing and negotiating materials, supplies, equipment, and services for County agencies, departments, districts, and affiliates.
Schedule The position follows a 9/80 schedule: Monday–Friday with every other Friday off. Start times available are 7:00 am, 7:30 am, or 8:00 am (to be discussed during the interview process).
Essential Duties
Confer with County officials and employees on purchasing procedures, needs, specifications, bids, complaints, and special programs.
Confer with commercial and manufacturing representatives and prepare/develop contracts.
Perform market, life‑cycle cost, value, price, and complex cost analysis to formulate purchasing forecasts and recommendations.
Initiate purchasing in major functional areas, negotiate contracts or agreements, and confer with department directors on purchase specifications.
Issue purchase orders and provide approval as authorized and according to established procurement policy.
Investigate complaints by departments and resolve delivery or other problems; maintain awareness of current product status and market conditions by reviewing periodicals and vendor information.
In a leadership capacity, supervise and guide support staff.
Minimum Qualifications Option I
Education: Completion of 30 semester or 45 quarter units of education from an accredited college or university with major coursework in purchasing, business administration, economics, or a related field.
Experience: One year of buying experience in a Purchasing Department that included responsibility for mid‑value ($10,000–$25,000) procurements and assignment of a specific commodity or group of commodities.
Option II
Experience: Two years of buying experience in a Purchasing Department equivalent to the County of Riverside Buyer I classification, including responsibility for mid‑value ($10,000–$25,000) procurements and assignment of a specific commodity or group of commodities.
Physical Requirements Sedentary positions; require almost 100% sitting at a desk, with option to use a desk riser for standing.
Knowledge of
Purchasing and material‑management principles, policies, and practices.
County purchasing policies and procedures.
Product standards of operating departments.
Research and analysis methods for commodities and services.
Competitive bid practices and procedures.
Business accounting practices.
Vendor capability and performance evaluation.
Abilities
Work independently; read and interpret rules and regulations.
Collect, organize, and evaluate product or service information.
Identify alternative solutions and project consequences of decisions.
Compose clear and concise reports, recommendations, and correspondence.
Compare and analyze quotations; prepare fundamental purchasing specifications.
Communicate clearly and persuasively.
Establish and maintain effective relationships with department officials, vendors, and staff.
