Job Description The Technical Program Manager 2 is a specialist level professional role that is responsible for the success of assigned programs/projects. This position works with product managers, development managers, and other key stakeholders, as well as architects and software and infrastructure engineering resources. The incumbent coordinates the activities of inter‑division/departmental teams to successfully complete the development of extremely complex business technology solutions that have global impact. This person interacts closely with key stakeholders to gather system requirements, establish budgets and timelines, and communicate project status.
Track and provide technical guidance that furthers the mission of the Church and reflects the eternal impact of the gospel.
Responsibilities
Provide leadership during solution development and deployment
Ensure the requirements of the program/project from inception to delivery are identified and followed
Assist program leaders in validating project/program scope, schedule, resource plans and statements of work
Define the tasks and priorities within a program/project
Work with functional managers to identify project managers and engineering team members
Champion development processes to complete solutions according to commitments and approved standards
Participate with development team leadership in oversight, prioritization and delivery of work products including iteration and release planning
Lead project reviews to assess schedule, solution architecture and process adherence
Provide continuous assessment of project risks with mitigation approaches and dependency management
Qualifications
Bachelor’s degree in a related field or equivalent professional experience
Six years of technical program or project management experience, including three years in a management or leadership role
Relevant hands‑on experience as a software developer, network engineer, systems engineer, or security analyst
Track record of executing complex projects – particularly enterprise‑level applications
Excellent verbal, written, and presentation communication skills
Demonstrated ability to build collaborative relationships
Ability to negotiate and positively influence people at all levels of the organization
Excellent analytical skills
Ability to think critically and decompose complex problems into coherent technology strategy and solutions; strong technical background required
Solid understanding of architectural and system concepts
Project planning, organizing, communication, team motivating and delegating skills
Goal‑oriented, action‑focused, pragmatic and self‑disciplined
Experience working in a professional office environment
Physical requirements: sitting for long periods and using computer monitors/equipment
Must be a member of The Church of Jesus Christ of Latter‑day Saints and currently temple worthy
Preferred Qualifications
Master’s degree
Recognized project management certification
