Summary This position is assigned to the Single Sailor Recreation Division: Morale, Welfare and Recreation (MWR) Department, Commander, Navy Installations Command. The primary purpose of this position is to manage and administer a comprehensive year‑round Single Sailor Program that includes day‑to‑day operations. The position is located on Norfolk Naval Shipyard in Portsmouth, VA.
Program Management Duties
Plan, promote and implement well‑rounded Single Sailor and CAT A recreation programs using numerous facilities across the Fleet and Family Readiness (FFR) Department in accordance with CNIC‑approved program standards.
Develop, organize, publicize, implement, and evaluate recurring and nonrecurring activities (e.g., classes, trips, outings, tournaments, outreach opportunities, special events, skill development).
Recommend program changes and additions based on seasonal changes and patron input.
Evaluate recreational needs and ongoing programs by reviewing participation, patron satisfaction, comment carts, interest surveys, focus groups, advisory boards, command liaisons, and personal contacts.
Compile results to determine whether new programs should be offered, expanded, curtailed, or eliminated.
Carry out programs and activities following supervisory instructions and guidelines by encouraging patron participation, maintaining order, and ensuring safety.
Direct recruitment and utilization of volunteers for various MWR activities and programs.
Maintain an active volunteer roster and documentation for overseas utilization.
Coordinate a direct communication line between the Single Sailor Program and the Jr. Sailor population through Recreation Ambassador Programs and Recreation Advisory Boards.
Maintain liaisons with tenant and host command representatives.
Coordinate and execute other CAT A programs (e.g., green space, command support, fleet recreation, alternative Liberty delivery and Liberty Recreation Center, Fleet Recreation or Single Sailor Center).
Instruct subordinate staff in administering traditional and non‑traditional workshops, clinics, and events in a variety of leisure skills (e.g., SAQ, stand‑up paddle boarding (SUP), mountain biking, kayaking, hiking, fishing, camping).
Provide outdoor field experiences related to skill training in the form of day and weekend trips.
Transport patrons off‑base to designated locations for trips or classes.
Marketing Duties
Develop working partnerships with both on‑base and off‑base organizations (e.g., clubs, special interest groups, FFSC, MWR Community Recreation).
Research and provide information and referral on a variety of recreational opportunities for Jr. Sailors on and off the base.
Plan, coordinate, publicize, market, and execute programs and events within the Single Sailor Program using all available resources.
Promote MWR facilities and events through staff and student indoctrination and other large group functions and gatherings.
Work directly with Marketing to provide quarterly and monthly calendars, electronic media updates, and special event programs for the Single Sailor Program and other CAT A recreation programs.
Work directly with the marketing department to develop tools and promotional items to expand participation in Single Sailor events and programs.
Administration Duties
Provide administrative duties and support through after‑action reports, data collection, and database administration.
Monitor all five metric areas in the Single Sailor Program Standards to ensure standards are met or exceeded.
Assist with writing standard operating procedures.
Ensure Single Sailor Program and CAT A recreation facilities meet established fire, safety, security, and sanitation guidelines.
Resolve customer complaints and solicit feedback to improve the quality of services rendered.
Maintain telephone, email, and personal contacts with command representatives, industry professionals, equipment representatives, special interest groups, local community, area clubs, and civic organizations.
Prepare and justify annual and quarterly operating budgets for CAT A recreation and Single Sailor Programs.
Track and monitor accounts for credit‑card purchases.
Maintain up‑to‑date records and proper documentation.
Provide leadership recommendations on the purchase of equipment and supplies needed to support the Single Sailor Program.
Initiate and submit procurement requests for all supplies, equipment, furniture, and facility upgrades related to the Single Sailor Program.
Assume accountability for all equipment used for the CAT A recreation and Single Sailor Programs.
Requirements
Must pass all applicable records and background checks.
Must successfully pass the E‑Verify employment verification check; any discrepancies must be resolved as a condition of employment.
Must have or be able to obtain and maintain a current driver’s license within 90 days of placement.
Starting May 7, 2025, non‑affiliated individuals requesting access will need a REAL ID‑compliant driver’s license or another acceptable form of identification to access CNRMA installations.
Must be able to work varied schedules, including holidays, weekends, and evenings.
Subject to recall regularly.
Occasional travel of less than 10% may be required.
Qualifications
Knowledge of principles, techniques, and methods used in organizing, planning, administering, and conducting a wide variety of recreation activities.
Knowledge of the scope and suitability of recreational activities for individuals, groups, ages, and interests.
Knowledge of current trends in recreation.
Knowledge of marketing and promotion techniques that motivate and encourage program participation.
Knowledge of CNIC’s EEO policy and procedures.
Skill in Microsoft Office Programs (Word, Excel, PowerPoint, Outlook).
Ability to develop and effectively deliver presentations and/or training.
Ability to influence others to obtain cooperation and assistance.
Ability to perform the full range of supervisory duties.
Ability to communicate effectively both orally and in writing.
Education This position does not have a positive education requirement.
