Overview To assist the Supervisor of Assessments with the total work program of the office, including residential and commercial assessments and the coordination of clerical and assessor functions, in order to complete the triennial assessment program in a timely and professional manner.

Position Duties
Assists the Supervisor in managing the activities and assignments of the assessor field staff; provides guidance on ethical and professional conduct and on procedures; disseminates reading materials, conducts staff meetings, and provides on‑the‑job training to ensure compliance with COMAR regulations, departmental procedures, and applicable state laws.
Assists in the development and implementation of local office policy and procedures, ensuring compliance with COMAR regulations, departmental procedures, and state laws governing assessments.
Analyzes existing market data and applies standard appraisal techniques to determine the value of land or buildings, in accordance with the Annotated Code of Maryland Tax Property Article and the Maryland Assessment Procedures Manual for commercial and residential properties.
Reviews and approves annual reassessments to ensure final figures adhere to established standards of uniformity by following departmental guidelines and procedures. Operates AAVS to create and merge files, cost, analyze, edit, and report information that reflects accurate data.
Reviews C & 1 BPRUC codes, identifies accounts to be mailed proper income & expense questionnaires, interviews property owners/representatives for C & 1 properties, and records interview results in the appropriate remark segment.
Conducts appeal hearings and reviews and approves decisions rendered as a result of supervisory‑level appeals by subordinate staff to assure compliance with departmental procedures and regulations.
Minimum Qualifications Experience: Nine years of experience, including four years of appraisal experience estimating the value of real property in accordance with the Uniform Standards of Professional Appraisal Practice Code and five years of appraisal experience involving the tax assessment valuation of real property with completion of the International Association of Assessing Officers Course 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation.
Notes
Candidates may substitute the possession of a bachelor’s degree from an accredited college or university for the four years of appraisal experience.
Candidates may substitute U.S. Armed Forces military service experience as a non‑commissioned officer in financial administration and program classification or financial administration and program specialty codes in the accounting and budget field of work on a year‑for‑year basis for the required appraisal experience.
Selective Qualifications Must be willing to work in the Prince George's County Assessments Office.
Preferred Qualifications
Certified Residential or Certified General Appraisal License.
Professional certification or designation from the International Association of Assessing Officers (AAS, RES, CAE) and/or the Appraisal Institute (MAI, SRA, SRPA).
Experience in mass appraisal for real estate assessments.
Experience performing macro analysis on commercial properties for tax assessment purposes.
Licenses, Registrations and Certifications Employees in this classification may be required to operate a motor vehicle. Employees assigned such duties must possess a motor vehicle operator’s license valid in the State of Maryland.
Special Requirements
May be required to have daily use of a motor vehicle while on official state business; standard mileage allowance will be paid for use of a privately owned vehicle.
Upon appointment, employees who possess a real estate broker or sales license, or a license to sell insurance, must place the license in an "Inactive" status.
Employees in this classification are prohibited from participating in any outside activity, including private appraisals, that may be deemed a conflict of interest.
