Role Purpose Under general supervision, acts as a working supervisor of Central Office technicians performing the installation, testing, and maintenance of central office equipment, carrier circuit equipment, and certain customer premise circuit equipment.

Essential Duties/Responsibilities

Performs the following administrative functions:

Receives routine orders indicating general procedures and installation requirements.

Schedules and assigns work for installation, repair, and testing to CO Technicians.

Reviews orders and trouble reports to insure completion in a timely manner.

Performs routine checks on technicians’ work to assure quality installation and workmanship.

Reviews departmental material purchases and approves technician’s timesheets.

Coordinates material and/or equipment requirements to complete the job in a timely manner.

Maintains records of central office routines, circuit records, and other central office related reports.

Schedules circuit routines with connecting companies.

Reports unsatisfactory service problems to the immediate supervisor. Works with the supervisor to resolve problem areas.

Assists the Service Center and other departments in coordination of central office and customer service related activities.

Inspects central office buildings for proper maintenance such as cleanliness and monitors installation and maintenance procedures.

Maintains current knowledge on new equipment, training, and test equipment.

Installs, tests and maintains Central Office and Headend equipment:

Installs and maintains central office cabling, cabling management, power equipment and standby power equipment.

Installs and maintains fiber and copper jumpers on MDF.

Installs and maintains EAS, private line, data circuits, carrier equipment, toll facilities and fiber optic terminal equipment.

Installs and maintains special purpose COE based systems - voice mail, DACS, bridges, etc.

Installs and maintains related equipment such as CPE circuit equipment.

Installs and maintains serving office OLT equipment.

Maximizes use of testing devices to analyze and maintain the digital switch, connecting facilities and headend.

Performs record keeping duties and safety functions:

Keeps records, time sheets, material tickets, accident reports, measurements, vacation schedules, and other clerical forms associated with the job responsibilities.

Provides general maintenance of the CO areas, assigned vehicle, and CO buildings and grounds.

Maintains current knowledge and adheres to all company policies and procedures and participates in all safety and training meetings.

Uses all personal protective equipment as required.

Maintains adequate first aid training.

Provides the best possible service to both internal and external customers. Responds to customer inquiries in an informative, professional and polite manner.

Insures any employees enrolled in the apprenticeship program are receiving the required work experience and related training to meet the company apprenticeship program standards.

Performs regularly scheduled standby duty.

Participates in ongoing training to keep abreast of technical developments and the skills needed to perform the job.

Required Skills/Abilities

Work requires above average communication skills to communicate and coordinate activities with external and internal customers and provide direction to other workers.

Work requires the technical aptitude and analytical skills to learn, understand and maintain a working knowledge of basic telephony, AD/DC theory, Ethernet, basics of SONET, broadband basics, fiber optics basics, digital and analog transmission, and plant software fundamentals.

Work requires above average organizational skills to schedule employees and coordinate duties and materials.

Work requires the ability to acquire, maintain and apply technical knowledge to install, test, and maintain central office equipment.

Ability to install, test and maintain carrier, toll, fiber optic, voice mail, EAS, private line and data circuits.

Ability to understand computers and databases and operate a computer with efficiency.

Ability to understand routine orders and follow installation specifications.

Ability to install and maintain standby equipment including generators.

Work requires the ability to climb ladders and perform work from ladders and other elevated equipment.

Work requires the ability to operate a motor vehicle and maintain a valid Driver’s License.

Ability to recognize and distinguish basic colors.

Education and Experience

Associate degree in technology preferred.

Completion of the on-the-job training and learning requirements of the apprenticeship training program for the classification or an equivalent combination of training and experience.

Previous telecommunications experience is preferred but not required.

Work requires the ability to operate a motor vehicle and maintain a valid Driver’s License.

Working Conditions

The working environment for this position consists of work performed indoors and outdoors.

Unpleasant conditions such as dirt, dust, noise and unpleasant weather conditions may be encountered.

Works with the awareness of occasional hazards connected with installation and maintenance of service facilities including falls, electric shock or flash, hazardous gases and falling objects.

Requires towing portable generators during inclement weather.
