Position Summary:

Aldevra seeks a qualified Senior Construction Representative to support the U.S. Army Corps of Engineers by performing Construction Management Services at the Kentucky Lock in Grand Rivers, KY. The Senior Construction Representative will provide on-site construction inspection and QA support for a Lock Addition Civil Works project, ensuring contractor compliance with contract requirements, safety regulations, and USACE standards. The ideal candidate aligns with our core values of SOAR.

This position is contingent upon contract award.

Duties and Responsibilities

Perform daily on-site construction inspections to verify compliance with approved plans, specifications, schedules, and contract requirements.

Conduct independent quality assurance inspections of complex heavy civil construction activities.

Review contractor daily quality control reports, test results, and documentation for accuracy and completeness.

Verify materials, workmanship, installation, and testing meet contract and regulatory requirements.

Track deficiencies, field issues, and RFIs; verify corrective actions and maintain audit trails.

Participate in USACE Three-Phase Quality Control inspections (preparatory, initial, and follow-up).

Prepare and submit daily Quality Assurance Reports (QARs) in the USACE Resident Management System (RMS).

Attend construction meetings, safety meetings, progress reviews, and technical coordination meetings.

Participate in Activity Hazard Analysis (AHA) reviews and safety planning discussions.

Review complex submittals and contractor as-built drawings for accuracy and completeness.

Monitor contractor compliance with labor standards and certified payroll requirements.

Support progress payment reviews and verify completed work quantities.

Conduct pre‑final and final inspections; track and verify punch list completion.

Prepare draft correspondence, RFIs, and project documentation for government review and signature.

Maintain organized project files, drawings, logs, and records.

Mentor and provide technical guidance to junior or less experienced construction staff.

Use government‑provided equipment appropriately and return it in good condition.

Ensure compliance with EM 385‑1‑1 and OSHA regulations.

All other duties as assigned.

Requirements

Must be able to obtain CAC clearance. This position requires passing an extensive background check.

15+ years of construction experience, including QA/QC inspections and compliance verification.

Knowledge of USACE safety and quality standards.

OSHA 30 Certification required; CQM and First Aid/CPR obtainable within 60 days.

Experience interpreting construction drawings, specifications, and reviewing as‑built documentation.

Specialized experience in heavy civil construction; concrete construction operations strongly preferred.

Valid driver’s license.

Flexible shift work; full‑time, 40 hrs/week with occasional overtime.

Excellent verbal and written communication skills.

Proficiency with Windows operating systems, online calendars, and Microsoft Office.

Excellent attention to detail and accurate data entry.

Customer‑focused, team‑oriented work ethic.

Ability to multi‑task efficiently and accurately, focusing on quality.

Safety The position requires appropriate personal protective equipment (PPE)—steel‑toe boots, hard hat, safety vest, and compliance with fall protection and other job‑specific safety protocols.
