About the Department The North Carolina Department of Health and Human Services (DHHS) is one of the largest and most complex agencies in the state, employing approximately 17,000 people. We are responsible for ensuring the health, safety, and well‑being of all North Carolinians and provide human service needs for special populations, including individuals who are deaf, blind, developmentally disabled, mentally ill, or poor.

Description of Work Early Intervention Service Coordinators (EISCs) are the heart of the Early Intervention system. They support children in the NC Infant‑Toddler Program and empower families as their child’s first teachers. Research shows that the birth‑to‑age‑three period is a critical window for building family competence and confidence.

Key Duties of EISCs

Collaborate with families and team members to develop functional Individualized Family Service Plans (IFSPs).

Work with multi‑disciplinary teams to identify families’ needs for supports and services.

Conduct home visits to provide guidance and coordinate care.

Coordinate services such as speech, occupational, and physical therapy.

Arrange and monitor early intervention services to ensure continuity and quality.

Plan for children’s smooth transition to other services at age three.

Knowledge, Skills, and Abilities (Preferred)

Thorough knowledge of concepts, practices, and techniques of early childhood developmental disabilities and infant mental health, including assessments and comprehensive treatment planning.

Ability to evaluate and document child progress and adjust the plan as needed.

Ability to coordinate and instruct staff, family members, and care providers in methods used in developmental disabilities and infant/child mental health and family studies.

Ability to establish rapport and relate to clients, families, community agencies, and service disciplines.

Ability to manage time independently and develop organizational methods to meet all timelines and documentation requirements.

Minimum Education and Experience

Bachelor’s degree in Special Education, Elementary Education, Early Childhood Education, Psychology, or a related field and two years of professional experience with the population served.

Bachelor’s degree in human services field and three years of professional experience with the population served.

An equivalent combination of education and experience.
