Organization Unit Overview The Children's Developmental Services Agency (CDSA) is one of a statewide network of 16 regional agencies that provide interdisciplinary early intervention supports and services through the North Carolina Infant Toddler Program to infants and toddlers, birth to age three, and their families identified as at risk for or experiencing developmental delays. The CDSA is the local lead agency for the Infant Toddler Program (ITP) in North Carolina, a federally mandated program under Part C of the Individuals with Disabilities Education Act. The ECU Greenville CDSA is a part of the ECU Brody School of Medicine's Department of Pediatrics and contractually serves as the primary portal of entry for the North Carolina Infant Toddler Program for seven counties in the eastern region of the state: Pitt, Martin, Bertie, Hyde, Beaufort, Greene and Wayne.
Job Duties
Clinical supervision (75%):
Provide clinical and administrative supervision, guidance, technical assistance, and support for the ITP Service Coordinators, Medical Therapeutic Specialists and other support staff who serve young children and their families in the Greenville CDSA catchment area.
Hire and train personnel, manage required credentialing, complete work performance evaluations, and ensure compliance with State and Federal regulations for the Infant/Toddler Program.
Support staff in developing appropriate Individualized Family Service Plans (IFSPs) and intervention strategies based on an assessment of the child strengths and needs, as well as the assessment of the family concerns, routines, resources, and priorities.
Provide guidance both individually and through a team approach regarding family dynamics, community resources, and interagency collaboration.
Provide administrative supervision, guidance, and technical assistance to interpret Infant-Toddler Program guidelines to staff.
Assign cases to staff based on skills necessary to meet the needs of the child and family, geographic location of family and other variables; review workflow, client caseload, and other responsibilities staff members may have to ensure parity and appropriateness of assignments.
Monitor quality and quantity of staff's work through direct observation in the field, written and verbal appraisals of performance in areas of required competency, review and monitoring of documentation submitted, review of timesheets, staff and family feedback, data-based efficiency, tracking and other performance reports, and through semi-annual and annual Work Performance Reviews.
Ensure direct care activities and documentation are in compliance with Infant-Toddler Program requirements as well as Medicaid (and private insurance) requirements.
Ensure Infant-Toddler Program requirements and procedural safeguards are followed. Assure services authorized are appropriate to the needs of the child and family and are provided in a manner that is consistent with the values of the Infant-Toddler Program and Child and Family Rights.
Facilitate strengthening family knowledge by following established standards at the CDSA level through ongoing training and/or by requesting technical assistance to ensure staff have the necessary tools, supports and can implement strategies that serve to empower and increase family competence, confidence and knowledge of how to navigate and access community resources.
Ensure staff use evidence-based practices to support infants, toddlers and families that are referred to and enrolled in the North Carolina Infant-Toddler Program (N.C. ITP) are consistent with Branch Vision and Mission and are based on the strategies enumerated in the State Systemic Improvement Plan including natural learning environment practices, resource-based practices, coaching interaction style, and Pyramid Model practices.
Enter and maintain data on child and family required by DHHS via data system.
Participate in the interviewing and selection process when hiring new staff.
Provide on-the-job orientation and training regarding the Infant-Toddler Program and ongoing assessment of professional competencies required for the position held.
Ensure they themselves maintain ITFS certification and are knowledgeable of and trained in the use of all Branch level recommended evidence-based practices to support staff in their use of these practices with children and families.
Policy Development and Implementation (10%):
Serve on the CDSA Management Team and participate in the development/review of operating policies and procedures, long-range planning, and budget recommendations.
Develop and implement protocols/practices applicable to the teams that are consistent with agency-wide policies, review those regularly with input from supervisees, and communicate needed changes back to the agency Management Team.
Serve on statewide ad hoc committees as requested/appointed by the Director to participate in the development/review of Infant-Toddler Program policies, data-collection, application of best practice models, etc.
Participate on both regional and CDSA committees and teams in an advisory capacity, and/or to provide training and technical assistance to CDSA staff.
Quality Assurance/Quality Improvement Activities (10%):
Review a sample of the progress note/billing tickets written by the staff supervised on a regular basis to ensure that the service provided is consistent with Medicaid (and private insurance) requirements and reflects a good understanding of the child and family's needs. Also, review IFSPs to ensure compliance with ITP best practice standards and remain informed about the services being authorized.
Monitor the status of meeting Federal indicators through close tracking of dates and timelines, as documented by SCs in their IFSPs and progress note / billing tickets.
Review a sample of the progress notes/billing tickets submitted by ITP providers to ensure the type and dates of services are consistent with the IFSP and the authorization period.
Participate on the CDSA Continuous Quality Improvement Planning Committee, as well as meetings convened by the CDSA Director.
Provide mentoring and technical assistance to ITP providers who serve children in the counties covered by the CDSA.
Assist the CQI committee in yearly audits of both staff and providers that are ITP certified to ensure compliance for certification renewals.
Community Outreach and Service (5%):
Responsible for the daily operation of one of the CDSA Satellite offices. In consultation with the Director and the Business Office Coordinator, ensure all supplies and equipment needed by the staff at those offices is readily available.
Assess and communicate the need for additional state cars, additional office space, and any other needs the satellite offices may have to operate to their full capacity.
Maintain effective working relationships with the private/public providers of Infant-Toddler Services in the area served by the satellite office, and with the families and other agencies in the community.
Conduct meetings on a regular basis for staff assigned to the Team and interpret local CDSA, state, and federal policies and procedures to the branch staff.
Inform community partners about the Branch and CDSA Vision and Mission by providing information to increase knowledge and understanding about the State Systemic Improvement Plan, strategies being implemented to improve child and family outcomes, and the NC ITP's commitment to using evidence-based practices, natural learning environment practices, and utilizing coaching interaction styles with families.
Advise and inform the CDSA Director about pertinent community information and any issues that may require Director, Branch, or ECU attention.
Serve as on-duty administrator for the CDSA Main Office as requested by the Director.
Minimum Education/Experience Master's degree in a related Human Services discipline and one year of experience related to the area of assignment; or will accept in substitution a Bachelor's degree in a related Human Services discipline and three years of experience related to the area of assignment. All degrees must be received from appropriately accredited institutions.
License or Certification Required by Statute or Regulation Infant-Toddler Family Specialist Certification or ability to obtain within 30 days of employment. ITFS Certification requires a bachelor's degree or higher in a Human Services field. Valid driver's license and clear motor vehicle driving record to meet ECU requirements for operating motor vehicles in the University motor fleet.
Preferred Experience, Skills, Training/Education
Three years of professional developmental disabilities experience including one year of developmental disabilities administrative experience.
Five years of experience as an ITP Early Intervention Service Coordinator.
