Job Summary
The Grants and Contracts Officer provides expertise in proposal and budget development, subcontracting negotiations, compliance with sponsor regulations, and award management. The role supports principal investigators, project managers, and faculty with information on funding opportunities and facilitates liaison between investigators and funding agencies.
Responsibilities
Ensure proposals meet sponsor and institutional requirements before submission and assist in preparing budgets and administrative components.
Review cost‑sharing commitments, institutional approvals, and sponsor guidelines for consistency and compliance.
Submit proposals through sponsor portals such as Grants.gov, NSF research.gov, and NIH eRA Commons.
Negotiate award terms and conditions with sponsors, ensuring compliance with institutional policies and federal regulations (e.g., 2 CFR 200).
Facilitate execution of award agreements and subawards, and review prior‑approval requests for scope changes, PI effort modifications, and personnel changes.
Coordinate progress report submission, ensure timely completion of milestones, and assist with final project closeout requirements.
Assist with PI transfers and act as a liaison on non‑financial matters.
Provide one‑on‑one training for faculty and staff on proposal development, compliance, and award management.
Maintain accurate records in the database, update proposal details within two days of submission, and perform regular self‑audit of portfolio projects.
Perform all other job‑related duties as assigned.
Required Qualifications
Bachelor’s degree from an accredited college or university with a minimum of two years of related experience; OR Associate degree with at least five years of related experience.
Preferred Qualifications
Master’s degree in public administration or a biomedical area.
Experience in biomedical grant proposal preparation and review, program administration, and knowledge of federal research regulations at a not‑for‑profit educational institution.
Knowledge, Skills & Abilities
Knowledge:
Proficient in Microsoft Office and other database software; general office procedures; customer service principles; institutional policies; time management.
Skills:
Excellent interpersonal, written, and verbal communication; problem‑solving; attention to detail; teamwork; adaptability; data entry and record keeping; technical and analytical skills.
Abilities:
Work independently with minimal supervision; follow instructions; manage multiple tasks; maintain confidentiality; learn new concepts quickly; analyze information for sound decisions.
Compensation & Benefits
Shift: Days; Monday – Friday (work outside of normal business hours may be required).
Salary: $52,500 – $57,200 (commensurate with qualifications within the established range).
Pay Band: B10.
This position is (fully/partially) funded through external sources; continued employment is contingent upon availability of funds.
Recruitment Period: Until Filled.
Employees are eligible for a comprehensive benefits package including health, dental, and life insurance; Teachers Retirement System (or Optional Retirement Plan); vacation, sick leave, and 13 paid holidays. Full‑time employees with more than six months of service may be considered for the Tuition Assistance Program.
