Overview

Harper General Contractors has a proud 75-year legacy of building trust and community across the Southeast. We are expanding with a new office in Columbia, SC and seeking a Project Manager to join our Columbia team as a long-term member. This role helps shape the culture, growth, and reputation of the Columbia office with a strong pipeline of local, secured work and a focus on delivering meaningful, high-quality projects of all sizes. Responsibilities

Serve as the main point of contact for the Owner, Engineer, and Architect.

Oversee the project to make all critical project decisions.

Estimating and Preconstruction: assist in estimating, scheduling and interviewing trade partners; manage preconstruction deliverables and estimates with Estimating. Deliverables include Executive Summary, Schedule of Values, Qualifications and Clarifications, Allowances, Project Schedule, General Conditions, three quotes per scope, and Value Engineering.

Produce, collect and process all pay applications and invoices for the project, trade partners, vendors and Owner(s).

Ensure creation, approval, and management of owner contracts, subcontracts, POs, and FSAs; manage cost controls and project financials; oversee project engineering (submittals, RFIs, document management, etc.).

Coordinate with Superintendent to ensure timely and appropriate field decisions (schedule, deliveries, logistics, quality control, staffing).

Communicate with Owner and Architect/Engineer on office and field issues; resolve issues and know when to involve Owners and Arch/Engineers.

Lead BIG 6 areas: Safety/SOAR, Core, Procurement/Scheduling, Pre-Install meetings, Exterior skin systems meetings, and No strike utility plan.

Oversee project safety requirements with the Superintendent; implement site-specific safety planning, SOAR orientation, OSHA standards, toolbox talks, and investigations of incidents; conduct weekly site safety inspections (Procore).

Create and update project schedules with the Superintendent and determine sequencing of work; lead QA/QC efforts (pre-install meetings, visual/document inspections).

Coordinate trade partner scopes of work; manage site logistics, trade scheduling, recovery strategies, RFIs, and design vs installation clarifications.

Manage office personnel to support staff development (Assistant PMs, Project Engineers, Interns) and assist in developing Superintendents and Field Staff.

Ensure proper project setup in Procore and keep project data current and accurate; develop a working relationship with Safety Manager.

Assist Owner and Design teams in obtaining permits; assist Superintendent with project inspections.

Project reporting: Owner monthly reports and monthly job cost status reports; ensure proper project closeout and Harper punch list completion; enforce compliance with local building codes and ADA requirements.

Procore proficiency: read and understand commitment scopes, navigate directory, utilize drawings, create inspections, manage meeting minutes, track punch lists, manage RFI process, access schedules, specs, submittals, and enter timesheets.

Lead effective communication with Owner, Designers, Harper Project Teams, and Trade Partners; demonstrate the ability to make decisions when needed.

Qualifications

Education and Experience:

Minimum 5 years of Project Management experience, including 5+ years as an APM.

Scheduling:

Understand and create an overall project schedule, critical path, milestones, and active construction schedule updates.

Lead a pull schedule and update Work Plan; understand material delivery dates.

Conflict resolution: navigate and resolve design conflicts with Trade Partners and Arch/Engineers; know when to issue RFIs.

Trade Partner coordination: lead coordination meetings with clear agendas and issue focus; run OAC meetings as required.

Building systems coordination: resolve clashes without compromising design basis; BIM coordination and field layout using 3D tools when appropriate.

Certifications: OSHA 30; proven safety leadership on site.

Experience: building from the ground up on at least two projects; ability to communicate with City/Local Agencies and Utility representatives; strong understanding of plans, specs, and general conditions.

Other:

Procore proficiency: navigate drawings, RFIs, submittals, punch lists, timesheets, and project documentation.
