Senior Procurement Analyst (SPA)

Join a mission‑driven team supporting a federal agency by providing senior‑level acquisition policy, systems, and training expertise. This role is ideal for a highly experienced Federal contracting professional who serves as a subject‑matter expert across complex procurement activities, acquisition policy development, and workforce training initiatives.
The Senior Procurement Analyst plays a critical role in supporting the CGM Division’s Policy, Systems, and Training Branch while advising leadership, improving acquisition processes, and ensuring compliance with Federal acquisition and financial assistance requirements.
Key Responsibilities
Serve as a senior technical advisor and subject‑matter expert supporting the procurement of goods, services, construction, and financial assistance needed to accomplish agency programs and operations.
Provide expert guidance on complex pre‑award and post‑award acquisition actions in accordance with the Federal Acquisition Regulation (FAR), agency supplements, Executive Orders, and statutory requirements.
Support acquisition policy development by researching, drafting, reviewing, and updating internal policies, standard operating procedures, acquisition instructions, and manuals, including but not limited to the Contracts Operating Manual (COM), Acquisition Instructions (AIs), and Grants and Cooperative Agreements Manual (GCAM).
Analyze regulatory changes, Executive Orders, and statutes impacting acquisition, interagency agreements, and Federal financial assistance, and provide impact assessments and recommendations to leadership.
Assist the MCC Acquisition Career Manager with oversight and administration of the FAC‑COR Program, including monitoring certification status, supporting nominations and designations, and providing technical assistance to CORs and Program Managers.
Monitor invoice review and approval timeliness, coordinating with CORs, Program Managers, and leadership to resolve delays and ensure compliance with agency requirements.
Develop, deliver, and facilitate acquisition‑related training sessions and presentations for agency personnel in in‑person, virtual, and hybrid environments.
Prepare written guidance, training materials, presentations, and reference tools to support acquisition workforce development and compliance.
Support internal reviews, audits, and risk assessments by assembling documentation, responding to Provided by Client (PBC) or Provided by Government (PBG) requests, and assisting with responses to Notices of Findings and Recommendations (NFRs/NFSs).
Participate in quarterly quality assurance (QA) reviews of contract actions to ensure adherence to applicable laws, regulations, policies, and procedures; review and discuss results with CGM leadership.
Support standardization initiatives to improve and streamline acquisition documents, templates, and processes across the CGM Division.
Apply expertise in acquisition innovation techniques, including methods outlined in the Periodic Table of Acquisition Innovation, to enhance procurement efficiency and outcomes.
Provide acquisition and policy support during workload surges or staffing gaps, as directed, and assist the contractor Site Director as needed.
Support financial assistance and interagency agreement activities, as required, including grants, cooperative agreements, and Intergovernmental Transactions (IGTs) using G‑Invoicing or Treasury Forms 7600A/7600B.
Education and Experience Bachelor’s degree in any field required, with
24 semester hours
in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management.
Minimum of
eight (8) years of direct experience
in Federal contracting with at least
one (1) year of specialized experience
equivalent to the Federal Government
GS‑14 grade level , performing complex acquisition support and advisory functions.
Skills and Qualifications
Expert knowledge of Federal acquisition laws, regulations, policies, and procedures governing complex pre‑award and post‑award actions.
Advanced understanding of contract types, competitive acquisition methods (including FAR Part 15), and contract administration practices.
Demonstrated expertise in acquisition innovation techniques and process improvement initiatives.
Strong analytical and problem‑solving skills to address complex acquisition issues and recommend effective courses of action.
Proven negotiation skills to protect Government interests and achieve best‑value outcomes.
Excellent written and oral communication skills, including the ability to prepare clear guidance, present findings, and deliver training to diverse audiences.
Experience developing acquisition policies, SOPs, manuals, and training materials.
Ability to work independently, manage competing priorities, and meet short deadlines.
