Overview This position is accountable for effectively researching and preparing the application for statewide federal funding programs, maximizing the coordination of rural, small urban public, specialized transportation providers while ensuring compliance with federal and state program requirements. This position provides technical assistance to transportation providers to enhance service coordination, the effective, efficient use of program funds, equipment and address program compliance deficiencies.
Essential Functions
Reviews and interprets changes to regulatory compliance requirements for federal and state operating assistance programs.
Maintains and updates the Compliance Review and Annual Element Guide and the Section 5310-5311 State Management Plan for all rural federal and state operating assistance grant programs.
Conducts annual onsite reviews for all rural federal and state operating assistance grant program recipients.
Reviews contractual agreements for compliance with federal and state program guidelines for grant administration.
Assists with developing and providing training on various service coordination and compliance requirements for both internal staff and program participants.
Partakes in special projects for the Office of Intermodal Project Implementation (OIPI).
Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
Performs other duties as assigned.
Minimum Qualifications
Completion of a bachelor’s degree majoring in accounting, business administration, public administration, public finance, criminal justice, legal studies, or transportation planning PLUS two years of experience with overseeing grant compliance, managing transit operations, administering state or federal transportation grants, managing audit reviews and responding to audit findings, or a combination thereof; OR eight years of experience with overseeing grant compliance, managing transit operations, administering state or federal transportation grants, managing audit reviews and responding to audit findings or a combination thereof.
Preferred Qualifications
Ability to visualize, articulate, and solve complex problems.
Excellent oral and written communication skills.
Detail-oriented with strong organizational skills.
Ability to adhere to schedules and deadlines.
Experience effectively organizing electronic data files.
Experience with Microsoft Word, Excel, and other database programs.
Conditions of Employment
Requires a valid driver’s license.
Requires occasional statewide travel which may include overnight stays.
Requires successful completion of a background screening.
