Job Summary Oversees, manages, and performs all Program Management duties in support of a portfolio of multiple USMC Electronic Security Systems (ESS) projects. Telework is supported at 100%. Travel is required.
Responsibilities and Duties Oversees a team of personnel performing technical execution and installation of Naval Information Warfare Center (NIWC) Atlantic's USMC Electronic Security Systems (ESS) at various USMC bases around the world. Responsible for all contract reporting, deliverable submissions, and maintaining communication with DoD stakeholders. Responsible for all contract financial management, quality management, risk management, and personnel management activities. Experience and a technical understanding of the following systems: Mass Notifications (including outdoor warning sirens and indoor public address systems) and Electronic Security Systems (such as CCTV Cameras, Access Control Systems, and Intrusion Detection Systems).
General Requirements:
Understand low and high voltage systems (national codes, theory, safety, technology)
Understand how to design new or upgrade systems to integrate with existing systems infrastructure
Understand fire alarm systems
Understand how to read design documents (technical and architectural)
Understand cybersecurity
Understand and execute systems programming for Mass Notifications and Electronic Security Systems
Understand general light construction (theory and process)
Must be able to organize information in logical sequence and be able to present information in a clear, easy‑to‑understand way for all types of users (Government, Private, and Public)
Project Specific Responsibilities:
Must understand how to conduct a site survey, NIWC‑A installation procedures, Installation Design Packages (IDP), and how to interpret the project scope of work and the company’s standard operating procedures for project execution.
Must be able to utilize MS Project and have the aptitude to learn MS Project or other project management software as required by the company
Must be able to present design concepts professionally to partners, vendors, and clients (in person, teleconference, and video conference)
Must be able to manage internal resources and provide open communications with the government customers to support effective and efficient project execution in an effort to remain on schedule, on budget, and maintain high performance. This requires conducting internal meetings, coordinating with clients, and ensuring the vendors are on schedule.
Administrative Specific Responsibilities:
Must have strong writing and verbal communication skills. This means that the Program Manager will be able to create professional documents, emails, and presentations as required.
Must have a strong knowledge of database management and scheduling.
Qualifications and Skills Required knowledge and years of experience
Must have at least ten (10) years of experience. Must have experience with Program/Project Management, ESS, CCTV, ACS, IDS, and MNS systems.
Education Requirements
Bachelor's Degree in any technical or managerial discipline preferred; OR a minimum of 10 years of experience working at all levels supporting ESS projects.
Certifications
PMP preferred, ESS Technical Certifications preferred
