Job Summary
This position serves as the Supervisory Medical Support Assistant (MSA) for the Clinical Support section of Patient Business Service. The purpose of the work encompasses supervision and management of all administrative staff responsible for Clinical Support Service for Chillicothe - Ohio VAMC ICC's - including Audio, Mental Health, Pulmonary, PM&RS, PT/ Speech, Echo, and GI Clinics. The incumbent reports to the Assistant Chief of Patient Business Service.
Qualifications
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Career requirement: Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position.
OR one year above high school.
OR an equivalent combination of experience and education qualifying for entry level for which both education and experience are acceptable.
Certification: None required.
Physical Requirements: See VA Directive and Handbook 5019.
English Language Proficiency: MSA must be proficient in spoken and written English in accordance with VA Handbook 5005 – Part II – Chapter 3 – Section A – paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (applicable only to current VHA employees who meet the criteria).
Grade Determinations: To qualify for the GS-08 level you must have one year of experience equivalent to the GS-7 grade level leading or supervising medical support assistants or equivalent administrative patient support staff in a non-VA medical inpatient/outpatient or interdisciplinary setting.
Experience at the GS-7 includes but is not limited to: assigning and evaluating the work of subordinate medical support assistant staff, resolving complex problems to ensure patient services are met, evaluating new products—equipment—and systems to make recommendations for improved clinic operations, identifying educational or training needs, making final decisions on hiring selections, evaluating performance and taking disciplinary action when necessary.
Demonstrated knowledge, skills and abilities including ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting; ability to collaborate, communicate and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and compliance with established policies and regulations; ability to provide briefings, orientations, staff development, and training in a patient support setting; ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs; advanced knowledge of managing or leading patient support staff in a clinic; ability to independently utilize reference sources, make decision making and empower the team to collaborate and resolve problems within a complex systems environment.

Duties
Assign work of subordinate staff and develop performance standards.
Resolve complex issues to ensure that patient services are met.
Evaluate new products, equipment and systems to make recommendations for improved operations.
Identify educational and training needs.
Make decisions on employee selections.
Evaluate performance and take disciplinary action when necessary.
Provide the technical and management guidance necessary to achieve optimum use of the support service resources, which requires application of highly specialized knowledge and skills.
Work independently basing decisions on applicable manuals, procedures, policies, and responsible judgement.
Incumbent gives advice, counsel or instruction to employees on both work and administrative matters.
Prepare functional statements.
Establish performance requirements, detailed competencies and periodically review functional statements and work performances for compliance with basic instructions and established procedures.
Counsel employees in such matters as work performance, leave usage or proper conduct.

Work schedule: Monday through Friday, 7:30 a.m. to 4:00 p.m.

Pay: Competitive salary and regular salary increases.
Paid time off: 37-50 days of annual paid time offered per year (13-26 days of annual leave, 13 days of sick leave, 11 paid federal holidays per year).

Childcare subsidy: After 60 days of employment – full-time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
