The Chief Operations Officer (COO) is offering a 120 day detail/temporary promotion opportunity to serve as acting GS-15 Appropriated Team Leader within the Budget Division of the Financial Services Directorate to perform activities related to the Library’s budget formulation, presentation and execution of the Library’s appropriated funds. The Team Leader will oversee, lead and facilitate a staff of junior analysts in the optimal execution and resource allocation of the Library’s appropriated funding.
The selectee will work under the supervision of the Budget Officer. Duties include, but are not limited to the following:
Leads the activities of a team Junior Budget Analysts at the GS11/12/13 levels in the monitoring of execution of the Library’s Service Unit’s appropriated funding.
Leads the Junior Analysts in overseeing monthly status of funds reviews to prevent Anti‑Deficiency Act violations and to provide management with information for decision making; maintains constant awareness of financial operations and program developments during the operating year; noting, reviewing, and making recommendations as necessary on unusual transactions.
Works with Junior Analysts in overseeing and coordinating reprogramming actions and monitoring congressional thresholds; preparing the operating plan for submission to the Congress; initiating and leading the resource reallocation process and mid‑year review of accounts; and providing guidance and mentorship to the budget analysts in execution and end‑of‑ year close‑out.
Works closely with the Budget Officer in the formulation and justification of budgets for the Library; analyzing, planning, scheduling, and coordinating all phases of budgeting needed to formulate the budgets for multi‑year, substantive programs; and communicates, guides, and advises all service units throughout the budget formulation phase.
As directed by the Budget Officer, prepares analyses for appropriations committee staff during the various legislative stages including hearings, markup sessions, and conferences; provides a team of budget analysts with day‑to‑day guidance in work projects and reviews Team member’s work products; and plans, assigns, directs and reviews the work of Budget Office team members.
Cultivates and maintains trusted partnerships across the Library while maintaining open communication service unit leadership.

Skill in leading others with day‑to‑day guidance in work projects and reviews of work products. Ability to build coalitions with stakeholders in other Divisions and Library service units to achieve mission outcomes.
Ability to lead Budget execution, formulation and Congressional review Federal Budget Cycle.
Mastery of the principles, concepts, laws, and regulations of financial administration or budgeting sufficient to generate new concepts and methodologies in the field or to theorize, plan, and direct entire financial or budgeting systems for broad, emerging, or similarly critical large‑scale department/agency wide programs.
Skill in serving as senior expert and liaison to agency management officials on financial or budgeting systems, including skill in advising other financial or budget experts throughout the agency and/or other agencies on issues that involve applying or tailoring methods and procedures developed by the employee to a variety of situations.
Skill in reviewing and providing administrative and policy direction and guidance.
Telework Limitations The selectee will have to report onsite a minimum of one day per week in accordance with FSD guidance for GS‑15 and below supervisory officials. Such may be subject to greater onsite activity based on FSD management discretion.
Area of Consideration Limited to permanent GS‑15 and GS‑14 supervisory and non‑supervisory Library staff. A GS‑14 applicant will receive a GS‑15 temporary promotion. Existing GS‑15 staff will observe a detail with no change in salary. GS‑14 interested applicants must, at minimum, have completed one year of service as a GS‑14.
