The Library Enterprises Directorate is offering an opportunity for a qualified individual at the GS12 level to serve on a full-time, 120 day temporary promotion to the GS13 level. The Library Enterprises Directorate optimizes the business operations, environment, and resources of the Library and affiliated federal government agencies and organizations by delivering efficient, effective, value-added services, which enable all elements of the Library and its partners to maximize their success.
The Management and Program Analyst will be located in the Library Enterprises Directorate within the Chief Operating Officer Service Unit and reports to the Library Enterprises Budget Manager.
The primary areas of responsibility of the Management and Program Analyst include strategic and directional planning and execution; data analytics and business intelligence; operational and integrated data analysis; policy and procedural analysis and knowledge management.
Under the immediate direction of the Library Enterprises Supervisory Program Specialist, the selected candidate will liaise with all directorates within the service unit, coordinating closely with senior managers and staff. The detail includes but is not limited to the following tasks:
Guiding the development, evaluation, and improvement of the service unit directional plan;
Coordinating and advising service unit and directorate leadership on the development of program goals, objectives, and supporting initiatives;
Serving as a liaison between directorates and the Office of Strategic Planning and Performance Management (SPPM);
Tracking and using historical data to develop long term performance reports, analyzing trends and recommending changes;
Assisting directorates and providing technical assistance in preparation of New and Expanded Program Requests.
Designing, developing, and administering the office’s data management and processing systems and programs related to performance, risk, business development, and related tasks;

Must have a mastery of risk management, and financial and strategic planning processes and methods.
Skills to plan, organize, and implement programs, plans, and proposals involving substantial agency resources, or that require the development of or extensive changes in established procedures.
Analyze and evaluate programs and issues related to financial and strategic planning, the employee and supervisor develop a mutually acceptable plan, which identifies the work, scope, and deadlines.
Analyze and evaluate programs and issues related to financial and strategic planning, develop an acceptable plan which identifies the work, scope, and deadlines.
Analyze interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs that affect the core administrative functions that support the organization and agency.
Use judgment and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance for use by others within or outside the employing organization.
Analyzes and evaluates major administrative aspects of substantive, mission-oriented programs to include risk management, budget, strategic planning, and information technology.
