Position Title: Requirements Analyst - Technology Services - ( 26140071 )

The Montana Department of Revenue administers almost 40 state taxes, property appraisals, liquor laws, and unclaimed property for the state of Montana. The Property Assessment Division manages Montana’s property tax laws, including the valuation of all taxable property for property tax purposes.

DUTIES Job Overview: This position resides in the Technology Services Division of Department of Revenue. Duties include working closely with department management to analyze and evaluate business processes, facilitating enterprise projects, determining stakeholders needs, identifying desired outcomes, quantifying processes, and communicating process results. The position is responsible for assisting the department in becoming more efficient, effective, and transparent through requirements management, testing support, and developing a culture of continual improvement. The position does not supervise other staff.
Key Responsibilities Include
Conduct requirements gathering sessions with stakeholders, ensuring comprehensive documentation and alignment with business objectives.
Define business opportunities, develop initial work scopes and business cases, and identify responsibilities and stakeholders to support enterprise solutions.
Perform requirements analysis and documentation using established best practices and standards.
Manage the requirements process, including elicitation methods, coordination of requirements information, estimation of activities, change management, prioritization, and traceability.
Produce high-quality, actionable requirements by facilitating meetings, communicating business problems, eliciting technical and stakeholder input, capturing and reviewing requirements, and ensuring completeness.
Organize and prioritize requirements, develop necessary models, determine assumptions or constraints, and validate requirements to ensure they meet business needs.
Support structured testing activities, including defining test plans, test scenarios, and acceptance criteria, coordinating user acceptance testing, and tracking test results and defects to ensure solutions meet documented business requirements.
Prepare and contribute to project status reports, document lessons learned, and help archive project records and tools to support continual improvement and future projects.

Compile and present business requirements documents (BRD) to stakeholders, incorporate valid changes, and obtain sign-off.
Ensure requirements are understood and actionable by all project stakeholders, resulting in successful solution delivery.

Employees must meet and sustain Department of Revenue telework eligibility requirements and supervisor's approval to participate in the DOR Telework Program. Full-time teleworking is not available.
Training Assignment This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.
Education / Experience
Bachelor’s degree in business systems analysis, business management, business administration, economics, information systems, or another related field.
Two years job-related work experience, which should include business analysis and process improvement activities.
Preferred training in business analysis.
Other combinations of education and experience will be evaluated on an individual basis.
Salary 62,700.00 - 64,875.00
