Senior
MuleSoft Business Analyst
to support the Department of the Treasury’s Enterprise Applications program. In this role, you will act as the critical bridge between business stakeholders and technical engineering teams, facilitating the modernization of Human Capital (HC) systems. You will be responsible for defining integration requirements to connect legacy PeopleSoft environments (such as HR Connect), hybrid GovCloud and/or Tcloud environments, with modern applications via the MuleSoft Anypoint Platform.
Key Responsibilities Integration Analysis & Requirements (MuleSoft/PeopleSoft)
API & Integration Specs: Analyze and document requirements for API-led connectivity, defining how data should be extracted, transformed, and loaded between PeopleSoft and external systems.
Defining API specifications for cloud-native or hybrid environments (e.g., AWS/GovCloud)
Data Mapping: Define detailed data mapping logic from PeopleSoft tables/Component Interfaces to MuleSoft canonical models (JSON/XML), ensuring data integrity during transit.
Legacy Analysis: Analyze PeopleSoft modules (HCM, Payroll, Personnel Actions) to identify integration points, logic gaps, and data quality issues that impact API development.
Interface Documentation: Create Source-to-Target mapping documents, Interface Control Documents (ICDs), and functional specifications for MuleSoft developers.
Document API security requirements, including authentication (OAuth/SAML) and encryption standards, ensuring alignment with Zero Trust principles
Business Analysis & Stakeholder Coordination
Requirements Gathering: Lead workshops with HC staff and OCC employees to gather business requirements for system enhancements and new integrations.
Stakeholder Liaison: Coordinate effectively between the Department of Treasury business units and technical teams (MuleSoft Developers, PeopleSoft Admins) to ensure technical solutions meet business goals.
Process Improvement: Identify opportunities to automate manual HR/Payroll processes using MuleSoft integrations.
API Governance: Define standards for API reusability to reduce duplicative interfaces and technical debt
Testing Support: Assist Quality Assurance teams by defining test scenarios for API integrations and validating that PeopleSoft data is correctly processed.
Operational Support
Troubleshooting: Triage integration errors (e.g., data format mismatches, connectivity issues) and coordinate with Tier 2/3 support to resolve them.
Compliance: Monitor data flows to ensure compliance with federal HR standards and security protocols.
Required Skills:
Experience with Federal Hiring or Personnel Actions
Experience in Agile
Experience with hybrid GovCloud and TCloud environments
Experience defining API specifications for cloud-native or hybrid environments (e.g., AWS/GovCloud)
MuleSoft Knowledge:
Understanding of
MuleSoft Anypoint Platform , API-led connectivity, and the API lifecycle (Design, Develop, Manage).
PeopleSoft Expertise:
Strong functional knowledge of
PeopleSoft HCM
(Human Capital Management), including experience with modules like Workforce Administration, Payroll, or Base Benefits.
Data Proficiency:
Ability to read and write
SQL
to query PeopleSoft databases for analysis and validation.
Documentation:
Proven ability to write clear user stories, functional design documents, and API specifications (RAML/OAS awareness is a plus).
Communication:
Excellent verbal and written skills to translate complex technical integration concepts into understandable language for non-technical stakeholders.
Years of Experience:
8+ years of relevant experience
Clearance:
Must be a United States citizen and must possess ability to pass a Public Trust Government background investigation
Salary Range:
$120,000 - $145,000 annually
