GENERAL STATEMENT OF JOB
The Safety and Compliance Coordinator will be responsible for implementing and maintaining safety and compliance activities in safety and training programs, including document control and program reporting requirements. This position will maintain multiple excel databases and generate routine compliance reports as required. The Safety and Compliance Coordinator must stay current on Federal Transit Administration and Occupational Safety and Health Administration regulations. SPECIFIC DUTIES AND RESPONSIBILITIES
Illustrative Duties:
Works with the Manager of Safety, Security and Training to ensure compliance with Federal and State DOT regulations and Agency requirements. Oversees the Safety & Security Certification process to ensure compliance with federal, OSHA, and state regulations. Responsible for performing safety compliance activities and the filing of regulatory documentation. Leads the Drug and Alcohol notification testing process, ensuring compliance with DOT regulations and GoTriangle D&A Program policies and procedures; maintains random D&A testing schedule spreadsheet and provide status reports when needed. Maintains the department's SMS certification and training documentation. Works collaboratively with GoTriangle's managers, supervisors, and appropriate parties to identify and mitigate workplace hazards. Responsible for inputting employees' safety concerns into the hazard reporting log and prioritize in the safety risk register database as needed. Conducts reviews and analyses of new Standard Operating Procedures, operating rules, bulletins, and training programs to ensure that the latest safety requirements of federal, state, and local regulations are incorporated in these documents. Analyzes accident and incident reports/videos looking for trends and identifying potential new hazards; make appropriate recommendations to prevent new or recurring incidents. Reports and file incidents (Worker Compensation, Vehicle Accident, Property Damage, Bodily Injury, etc.) claims to the insurance carrier; Ensure claims are completed on time to reduce risk. Completes weekly safety audits/inspections on assigned projects capturing, tracking, and creating reports. Responsible for Department of Motor Vehicle Third Party Commercial Driver License Testing compliance requirements and Driver Qualification file auditing. Responsible for updating training files on CDLs, DOT physicals, and Motor Vehicle Reports on an ongoing basis. Supports further development of training curriculum and training documents for new hires during orientation to ensure that new driver files are accurate and in compliance. Responsible for developing and monitoring all safety and compliance-related training and certification requirements. Assists with revisions of GoTriangle's D&A policy and training procedures, ensuring they are in compliance with 49 CFR Part 40 Drug and Alcohol Testing Regulation. Responsible for monitoring and staying current on Federal, State, DOT compliance regulations, and OSHA regulations. Exercises independent judgment and discretion in making recommendations to management relating to maintaining and improving compliance standards. Creates spreadsheets and reports, as required. Ensures all regulatory documentation is always current and kept up to date. Additional Duties:
Perform other duties as assigned. MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED
Education and Experience:
Bachelor's degree from an accredited college or university in Safety, Safety Management, Engineering, Environmental Health or closely related field. Three years' experience in transportation safety and training. Safety Compliance auditing experience preferred. Transportation Safety Institute (TSI) Transit Safety and Security Program (TSSP) Certificate preferred. Knowledge of 29 CFR 1910 General Industry Regulation, 49 CFR Part 673 Agency Safety Plan, and 49 CFR Part 40 Drug and Alcohol Testing Regulation. Knowledge of safety functions and programs, including vehicle safety, facility safety, general (OSHA) safety, hazard analysis, and transit system safety. Experience working with Workers Compensation claims preferred. Experience working with Insurance Companies claims preferred. Required to possess demonstrable skills and knowledge necessary to operate personal computer systems to develop and maintain business applications using standard software such as Windows, MS Word, Access, Excel, and PowerPoint. The ability to work any shift and all shifts as assigned or directed. Exceptional level of interpersonal skills required to effectively communicate with all levels of supervisory and non-supervisory employees, government officials and staff, and the general public. Ability to work collaboratively in a cross-functional team environment. Ability to prioritize calmly and work on multiple initiatives simultaneously. Ability to work independently and make a decision in the absence of a supervisor. Minimum Education Qualification can be substituted with an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Working Conditions
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting operating facilities, during which the incumbent should observe all policies and procedures, safety precautions and regulations, and use all protective clothing and devices provided. Physical Requirements
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
