Information Technology Specialist (PLCYPLN) Defense Counterintelligence and Security Agency (DCSA) – Acquisitions and Technology – National Background Investigation Services (NBIS) is hiring an experienced Information Technology Specialist (Platform Manager). The IT Specialist supports, guides, and provides expertise in various IT functions, performing duties involving knowledge of a wide variety of IT applications, environments, and methods.

Responsibilities

Develop and execute the strategic roadmap for the Atlassian platform (JIRA, Confluence, etc.), establishing and enforcing governance policies to ensure alignment with enterprise goals.

Serve as the primary liaison between business stakeholders and technical teams, translating complex business requirements into scalable, effective solutions within the JIRA ecosystem.

Oversee all aspects of platform administration, including the architectural design of complex workflows, permission schemes, and project configurations to meet diverse operational needs.

Drive platform efficiency and value by developing custom scripts for automation and managing API integrations to connect JIRA with other critical enterprise systems.

Lead and mentor a team of JIRA support staff, fostering a culture of continuous improvement and overseeing user training and documentation.

Optimize the platform to directly support and enhance core organizational methodologies, including the Software Development Lifecycle (SDLC), SAFe Agile frameworks, and IT Service Management (ITSM) processes.

Conditions of Employment

Must be a US citizen.

Selective Service Requirement for males born after 12‑31‑59.

This is a drug‑testing designated position.

Position is a DCIPS position in the Excepted Service under U.S.C. 1601.

Full‑time work schedule; occasional overtime; flexible tour of duty; PCS may be authorized.

Exempt under the Fair Labor Standards Act (FLSA).

Telework eligibility may be approved situationally on a case‑by‑case basis.

Security clearance required as indicated in the announcement.

Compliance with DoDD 8140.01/DoDI 8140.02 and the Defense Cyber Workforce Annex.

Information Technology/Security certifications/education specified in the DCWF Annex must be obtained within six months of appointment.

Defense Acquisition Workforce Improvement Act (DAWIA) Advanced certification in Program Management required; must be obtained within 48 months after start if not already held.

Qualifications The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. Applicants must possess the knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Specialized experience sufficient to demonstrate competency equivalent to the next lower grade GS/GG‑13 in the Federal service.

One year or more of specialized experience in an information technology environment.

Specialized Experience

Experience using various JIRA administration tools to customize workflows and manage multiple projects.

Experience creating long‑term roadmaps for the JIRA platform, aligning with business goals.

Experience applying API integrations for enterprise systems within SDLC, Agile, or DevOps contexts.

Experience leading a team of administrators, managing stakeholder expectations, and communicating across an organization.

Systems Integration – knowledge of principles, methods, and procedures for installing, integrating, and optimizing information systems components.

Education Substitution of education may not be used in lieu of specialized experience for this grade level.

Acquisition Position This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) Advanced certification in Program Management. Certification prior to hiring is not essential but must be achieved within 48 months of the starting date.

Additional Information Applicants selected from this announcement may be required to serve a two‑year trial period. Candidates in the DCIPS excepted service must acknowledge the nature of the position in writing. The position is exempt from competitive status.
