You will serve as a Fraud Investigator and be responsible for performing as a subject matter expert for all investigations involving the Mariner Credentialing Program (MCP), providing direct support to other field investigators involved in MCP related investigations, and is responsible for conducting field level investigations involving fraudulent activity or other derogatory suitability actions committed by an applicant or a credentialed merchant mariner seeking to obtain, renew or upgrade a Merchant Mariner Credential (MMC) or Medical Certificate. Conduct complex administrative investigations and support criminal investigations related to the program within designated boundaries Collect evidence, document, track, and secure it according to established procedures Determine the relevance and validity of leads to potential program violations Write investigative reports and present findings to supervisors and relevant authorities Develop and present evidence to support administrative and legal proceedings Reasonable Accommodation (RA) Requests

The following qualification requirements must be met by the closing date of the announcement. Must be a U.S. Citizen. Must be registered or exempt from the Selective Service. One‑year probationary period may be required. For first‑time supervisors and/or managers, a one‑year probationary period is required under the Civil Service Reform Act. All selected applicants must undergo and successfully pass a background investigation. This position requires a Public Trust. This is not a Bargaining Unit position. Candidate must be able to obtain/maintain a valid state driver’s license. Time‑in‑Grade requirement must be met by the closing date of the vacancy. To qualify at the GS‑11 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS‑09 grade level in the federal sector. Specialized experience includes performing the following tasks on a regular basis: Investigating fraudulent activity (e.g., insurance, accounting, timekeeping, and documentation fraud) Gathering and analyzing information Communicating effectively both orally and in writing, including drafting investigative reports Planning and organizing investigative workflow NOTE: All experience statements copied from this announcement and pasted into your resume will NOT be considered as a demonstration of your qualifications for this position. Applicants newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre‑tax) for one calendar year.
