What is this career opportunity? The Local Government Services Bureau (LGSB) provides compliance and technical assistance support to more than 1,300 local government entities across the state. LGSB works with local governments (counties, cities & towns, school districts, and special purpose districts) to ensure uniform financial accountability and to assist the local governments in complying with their statutory financial and budgetary reporting requirements. The bureau also includes the Local Government Records Management and State Social Security Administration functions. We are a small close‑knit group that has a passion for supporting local governments.
Financial Compliance Manager We are seeking a
Financial Compliance Manager
who provides management and leadership to our Business Systems Analyst, our Financial Data Analyst, and the State Social Security Administrator. You would report to the LGSB Bureau Chief and work closely with the Accounting Compliance Manager in providing accounting support and overall bureau operations. If you have a desire to provide exceptional customer service, the ability to identify and improve areas in need of process improvement, and the capability to lead and motivate a team, you could be the individual we are searching for.
Other responsibilities include:
Operational and data coordination and reporting
Policies and procedures development and updates
Risk management, metrics and strategic planning
Managing contracts between Local Governments and Auditors
MCA and ARM research
Ensuring Compliance Supplement guidance document is updated as needed
Overseeing revenue and collections
Internal Audit testing and reporting
Overseeing legislative monitoring and reporting
Overseeing the State Social Security reporting and functions
Overseeing system testing (financial and customer database system), plans and initiatives.
Oversight of local government transparency data

In this position you will be afforded the opportunity to telework, however there will be required weekly in‑office day(s) in Helena. Specific conditions will be outlined as part of the job offer and must adhere to state policy.
What are we looking for? Education and Experience
Bachelor’s degree in accounting or related field; and it would be great if you have a current CPA license.
Direct experience with financial accounting systems and/or databases as well as general knowledge of customer reporting software and terminology.
Demonstrated leadership and supervisory experience.
Alternate combinations of education and experience will be considered on a case‑by‑case basis.
Competencies Knowledge of:
Generally Accepted Accounting Principles (GAAP)
Governmental Accounting Standards Board (GASB) statements
Federal regulations as they relate to state government, such as federal grant reporting and cost allocation plan development
Software interrelationships between applications and databases.
Montana Code Annotated (MCA) and Administrative Rules of Montana (ARM) is helpful but can be obtained while on the job.
Ability to:
Communicate effectively and diplomatically, both verbally and in writing with technology providers, agency IT support staff, bureau and division management, auditors, and agency accountants, with varying levels of technical knowledge.
Effectively work in a team environment, collaborate with others, and build consensus among a group of varying stakeholders.
Self‑motivate and manage staff independently, with little daily supervision.
Prioritize staff workload and juggle multiple projects with strict deadlines.
Provide leadership, vision, and direction for staff, as well as guidance and encouragement.
Assist bureau and division management with developing and achieving goals and objectives.
Use innovation to make improvements to business processes.
Interpret and apply regulatory accounting and financial reporting technical literature.
Research, develop, and implement accounting policies and/or understand complex issues.
Use critical thinking skills to solve problems and anticipate future problems.
Establish financial and procedural controls to safeguard state resources.
Understand the rules, policies, and laws that govern work and exercise judgment in making necessary decisions.
